The following activities are envisaged during the period leading up to UNCTAD IX:

31. Throughout 1993 the Group of 77 and China had urged that the transfer to UNCTAD of functions relating to science and technology should be accorded the priority it deserved.

For instance, projects providing personnel or finance for specific activities may be executed more effectively if the support is channelled through autonomous bodies, perhaps in donor countries, which would then collaborate with UNCTAD, rather than the support being given directly to UNCTAD which would then commission activities under its own procedures.

10A.3 In the context of the restructuring exercise approved by the General Assembly in its resolution 47/212 B of 6 May 1993, the activities of the Commission on Transnational Corporations and the Commission on Science and Technology for Development were transferred to UNCTAD.

Finally, following the transfer to UNCTAD of the former Centre on Transnational Corporations, the work of the Intergovernmental Working Group of Experts on International Standards of Accounting Reporting (ISAR), which reports to the Commission on Transnational Corporations, is being integrated into UNCTAD's intergovernmental work programme.

With regard to work on mineral resources, the Committee may recall that the United Nations global mandate for mineral resources was assigned to UNCTAD in the UN Secretariat reorganization of 1994.

In paragraph 13 of resolution 49/104, the General Assembly welcomed this assignment to UNCTAD and urged " that efforts be made to mobilize financial resources to allow the Conference, in close collaboration with the regional commissions, to expand its technical assistance to developing countries in that area " .

Bearing in mind the scarcity of resources and the mandate given to UNCTAD by the General Assembly to serve as the focal point for ECDC within the United Nations system, the UNCTAD secretariat had proposed possible future orientations for the ECDC work programme which fitted the trends of the time and avoided overlapping with other organizations.
٩- وقال في ختام حديثه إن أمانة اﻷونكتاد اقترحت اتجاهات مقبلة ممكنة لبرنامج العمل المتعلق بالتعاون الاقتصادي فيما بين البلدان النامية تتفق مع اتجاهات العصر وتتجنب التداخل مع اختصاصات منظمات أخرى، واضعة في اعتبارها ندرة الموارد والولاية التي أسندتها الجمعية العامة الى اﻷونكتاد ليعمل بمثابة جهة تنسيق للتعاون الاقتصادي فيما بين البلدان النامية داخل منظومة اﻷمم المتحدة.
