He claims that his return to Zaire would be in violation of article 3 of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.
ومقدم البلاغ يدعي أن إعادته الى زائير ستمثل انتهاكا للمادة ٣ من اتفاقية مناهضة التعذيب وتمثله محامية.

Therefore, the Committee considers that the author has not substantiated his claim that he will be personally at risk of being subjected to torture if he is returned to Zaire.

٥ - وكانت اﻹعادة المنظمة للروانديين الذين فروا الى زائير وجمهورية تنزانيا المتحدة وبوروندي خلال أحداث السنة الماضية الى الوطن عملية صعبة.

I am also authorized to tell you that, since the International Commission of Inquiry left Zaire of its own accord, it is for it to decide, and to inform the Zairian authorities accordingly, what it considers to be an appropriate moment for it to return to Zaire to complete its work there.
