The Committee also noted that the IADC Guidelines had been referenced as a document of a technical nature, while the space debris mitigation guidelines of the Subcommittee would contain general recommendations and would not be more technically stringent than the IADC Guidelines.
ولاحظت اللجنة الفرعية أيضا أن مبادئ اليادك التوجيهية قد أدرجت في المراجع كوثيقة ذات طابع تقني، أما المبادئ التوجيهية لتخفيف الحطام الفضائي الصادرة عن اللجنة الفرعية سوف تتضمن توصيات عامة ولن تكون أشد صرامة من الناحية التقنية من مبادئ اليادك التوجيهية.

The Subcommittee also noted that other States were using the IADC Guidelines, as well as the European code of conduct for space debris mitigation, as a reference in the regulatory framework established for national space activities.
ولاحظت اللجنة الفرعية أيضا أن هناك دولا أخرى تستخدم مبادئ اليادك التوجيهية وكذلك المدونة الأوروبية لقواعد السلوك الخاصة بتخفيف الحطام الفضائي، كمرجع في الإطار التنظيمي المنشأ بشأن الأنشطة الفضائية الوطنية.

The standard was based on the IADC space debris mitigation guidelines.

The Subcommittee was also informed that the IADC Guidelines and the draft version of the European space debris safety and mitigation standard had already been applied to the German national satellite project, Terra SAR.
كما أُبلغت اللجنة الفرعية بأن المشروع الساتلي الوطني الألماني Terra SAR يطبق بالفعل مبادئ اليادك التوجيهية والصيغة الأولية للمعايير الأوروبية لتخفيف الحطام الفضائي وضمان مأمونيته.

The view was expressed that the IADC Guidelines had not been drafted as a standard and should not be considered as such. They could be considered as a set of measures that would assist in keeping space open for use by future generations.
100- وأُعرب عن رأي مفاده أن مبادئ اليادك التوجيهية لم توضع في صيغة معايير ولا ينبغي اعتبارها كذلك، بل يمكن النظر اليها على أنها مجموعة تدابير من شأنها أن تساعد على ابقاء الفضاء متاحا للاستخدام من جانب الأجيال المقبلة.

The view was expressed that only a few developed countries had the technological prerequisites for the mitigation of space debris. Proper compliance with the IADC Guidelines was in reality not feasible for most less developed countries.
103- وأعرب عن رأي مفاده أن عددا قليلا فحسب من البلدان النامية لديه المستلزمات التكنولوجية لتخفيف الحطام الفضائي، وأن الامتثال التام لمبادئ اليادك التوجيهية ليس ميسورا في الواقع لمعظم البلدان الأقل تطورا.

The view was expressed that a recommendation for a launching State to provide information on the functional status of its space objects should be included in the IADC Guidelines.
105- وأعرب عن رأي مفاده أن تدرج في مبادئ اليادك التوجيهية توصية بأن توفر الدولة المطلِقة معلومات عن الحالة التشغيلية لأجسامها الفضائية.

The Subcommittee noted that the United States had endorsed the IADC space debris mitigation guidelines and that its domestic agencies were implementing debris mitigation practices consistent with the IADC Guidelines.
91- وأشارت اللجنة الفرعية إلى أن الولايات المتحدة أقرّت مبادئ اليادك التوجيهية لتخفيف الحطام الفضائي، وأن وكالاتها المحلية تتبع ممارسات لتخفيف الحطام تتوافق مع تلك المبادئ.

Some delegations were of the view that the Subcommittee should consult IADC periodically to keep abreast of future revisions of the IADC Guidelines in the light of evolving technologies and debris mitigation practices.
87- ورأت بعض الوفود أنَّ على اللجنة الفرعية أن تتشاور بصفة دورية مع لجنة التنسيق المشتركة بين الوكالات والمعنية بالحطام الفضائي (اليادك) لمواكبة التنقيحات المقبلة لمبادئ اليادك التوجيهية في ضوء تطوّر التكنولوجيات وممارسات التخفيف من الحطام.

The Scientific and Technical Subcommittee noted with appreciation the progress made by the Working Group on Space Debris on the development of the draft space debris mitigation guidelines of the Subcommittee and that consensus had been reached within the Working Group on the text of draft guidelines, contained in document A/AC.105/C.1/L.284, based on and consistent with the technical content of the IADC Guidelines.
102- ولاحظت اللجنة الفرعية العلمية والتقنية مع التقدير ما أحرزه الفريق العامل المعني بالحطام الفضائي من تقدم بشأن صوغ مشروع المبادئ التوجيهية لتخفيف الحطام الفضائي، الصادر عن اللجنة الفرعية، وأنه تم التوصل إلى توافق في الآراء في الفريق العامل بشأن نص ذلك المشروع، الوارد في الوثيقة A/AC.105/C.1/L.284، الذي يستند إلى مبادئ اليادك التوجيهية ويتوافق مع المحتوى التقني لتلك المبادئ.

The Subcommittee also noted that some States were using the IADC Guidelines, the European Code of Conduct for Space Debris Mitigation and International Organization for Standardization (ISO) standard 24113 (Space systems: space debris mitigation requirements) as references in the regulatory framework established for national space activities.
ولاحظت اللجنة الفرعية أيضاً أنَّ بعض الدول تستخدم مبادئ اليادك التوجيهية والمدونة الأوروبية لقواعد السلوك بشأن التخفيف من الحطام الفضائي والمعيار 24113 الصادر عن المنظمة الدولية للتوحيد القياسي (أيزو) (النظم الفضائية: متطلبات تخفيف الحطام الفضائي) كمراجع للإطار الرقابي الذي أرسته لأنشطتها الفضائية الوطنية.

The Committee also noted that China and Malaysia were using the space debris mitigation guidelines as their reference in developing a national regulatory and licensing framework.
ولاحظت اللجنة أيضا أن الصين وماليزيا تستعملان مبادئ اليادك التوجيهية مرجعا في صوغ إطار لائحي وترخيصي وطني.
