At its forty-seventh session, the Commission, in its resolution 1991/81, recommended to the Council that it interpret rule 59 of the rules of procedure as follows: it is understood that the Subcommission on Prevention of Discrimination and Protection of Minorities may vote on resolutions pertaining to allegations of violations of human rights in countries by secret ballot, when it so decides by a majority of its present and voting members.
٠٢- وأوصت لجنة حقوق الانسان المجلس، في القرار ١٩٩١/١٨ الذي اعتمدته في دورتها السابعة واﻷربعين، بأن يفسر المادة ٩٥ من النظام الداخلي على النحو التالي: من المفهوم أن اللجنة الفرعية لمنع التمييز وحماية اﻷقليات يمكنها التصويت على القرارات المتصلة بادعاءات انتهاك حقوق الانسان في البلدان بالاقتراع السري عندما تقرر ذلك بأغلبية أعضائها الحاضرين والمصوتين.

23. ٦٢- وأوصت لجنة حقوق الانسان المجلس، في قرارها ١٩٩١/١٨ الذي اعتمدته في دورتها السابعة واﻷربعين، بأن يفسر المادة ٩٥ من النظام الداخلي على النحو التالي: من المفهوم أن اللجنة الفرعية لمنع التمييز وحماية اﻷقليات يمكنها التصويت على القرارات المتصلة بادعاءات انتهاك حقوق الانسان في البلدان بالاقتراع السري عندما تقرر ذلك بأغلبية أعضائها الحاضرين والمصوتين.

28. At its forty-sixth to forty-ninth sessions, the Sub-Commission, by its decisions 1994/110, 1995/106, 1996/105 and 1997/106, decided to vote by secret ballot, whenever such a vote was requested, on proposals pertaining to allegations of violations of human rights in countries under any agenda item, including proposals of a procedural nature relating to proposals of a substantive nature.
٨٢- وقررت اللجنة الفرعية في دوراتها من السادسة واﻷربعين إلى التاسعة واﻷربعين، بموجب مقرراتها ٤٩٩١/٠١١ و٥٩٩١/٦٠١ و٦٩٩١/٥٠١ و٧٩٩١/٦٠١، أن تصوت بالاقتراع السري، كلما طلب مثل هذا التصويت، على المقترحات المتصلة بادعاءات انتهاك حقوق الانسان في البلدان في إطار أي بند من بنود جدول اﻷعمال، بما في ذلك المقترحات ذات الطابع الاجرائي المتعلقة بمقترحات ذات طابع موضوعي.
