In paragraph 8 of its resolution 61/274, the General Assembly also noted that the payment of a retention incentive was not provided for by the United Nations common system and could have implications for the common system, and therefore requested the International Civil Service Commission (ICSC) to advise it on the proposal of the Secretary-General contained in his report no later than the main part of its sixty-second session.

Accordingly, the Committee recommends that a comprehensive report on a safety and security policy framework of the United Nations be submitted to the Assembly early in the main part of the sixty-fourth session to permit consideration of the report in conjunction with the proposed programme budget for the biennium 2010-2011.
