3. Calls upon all Afghan parties to cease immediately all armed hostilities, to renounce the use of force and to engage, without preconditions, in a political dialogue aimed at achieving a lasting political settlement of the conflict;

4. Calls upon the leaders of all Afghan parties to place the highest priority on national reconciliation, acknowledging the war-weariness of the Afghan people and their desire for rehabilitation, reconstruction and economic and social development;

10. Calls upon all Afghan parties to cooperate fully with the Special Mission, and demands that all Afghan parties fulfil their obligations and honour their commitments regarding the safety and full freedom of movement of United Nations personnel, in particular the personnel of the Special Mission, as well as the security of their premises in Afghanistan;
١٠ - تطلب إلى جميع اﻷطراف اﻷفغانية أن تتعاون تعاونا كاملا مع البعثة الخاصة، وتطالب جميع اﻷطراف اﻷفغانية أن تفي بتعهداتها وتنفذ التزاماتها المتعلقة بسلامة أفراد اﻷمم المتحدة وحرية تنقلهم الكاملة، ولا سيما اﻷفراد التابعون للبعثة الخاصة، فضلا عن أمن أماكن عملهم وإقامتهم في أفغانستان؛

(a) The Afghan parties to continue to extend their full cooperation to the Special Rapporteur and to facilitate his access to all sectors of society and to all parts of the country;

Presidential statement The Security Council, inter alia, expressed grave concern at the continued fighting in (S/PRST/1997/20) Afghanistan; called upon the Afghan parties to cease immediately all hostile actions of 16 April 1997 and to enter into sustained negotiations; and expressed deep concern at the worsening of the humanitarian situation including the displacement of the civilian population.
