٣١- ترجو من اللجنة الفرعية لمنع التمييز وحماية اﻷقليات أن تتيح للجنة حقوق اﻹنسان التقرير السنوي للفريق العامل؛

In the same resolution the Commission requested the Sub-Commission on Prevention of Discrimination and Protection of Minorities to submit to the Commission every two years a progress report on the implementation of the Programme of Action by all States and decided to consider the question of the implementation of the Programme of Action every two years.
وفي القرار ذاته، رجت اللجنة من اللجنة الفرعية لمنع التمييز وحماية اﻷقليات أن تقدم إلى لجنة حقوق اﻹنسان، مرة كل سنتين، تقريرا مرحليا عن حالة تنفيذ جميع الدول لبرنامج العمل، وقررت دراسة مسألة تنفيذ برنامج العمل كل سنتين.

5. Requests the Sub-Commission on Prevention of Discrimination and Protection of Minorities to consider the possibility of undertaking a study on the question of terrorism and human rights in the context of its procedures;
٥- تطلب من اللجنة الفرعية لمنع التمييز وحماية اﻷقليات أن تنظر في إمكانية إجراء دراسة بشأن مسألة اﻹرهاب وحقوق اﻹنسان في سياق إجراءاتها؛

13. In resolution 1990/15, the Commission on Human Rights requested the Sub-Commission on Prevention of Discrimination and Protection of Minorities to examine the question of extreme poverty and exclusion from society in greater depth and to carry out a specific study of this question.
٣١- رجت لجنة حقوق اﻹنسان، في القرار ٠٩٩١/٥١، من اللجنة الفرعية لمنع التمييز وحماية اﻷقليات أن تولي اهتماماً خاصاً لمسألة الفقر المدقع والحرمان الاجتماعي وأن تنظر في جدوى إجراء دراسة عن هذا الموضوع.

6. Requests the Sub-Commission on Prevention of Discrimination and Protection of Minorities to encourage its Working Group on Contemporary Forms of Slavery to continue to address the issue of the traffic in women and girls under its draft programme of action on the traffic in persons and the exploitation of the prostitution of others;
٦- ترجو من اللجنة الفرعية لمنع التمييز وحماية اﻷقليات أن تشجع الفريق العامل المعني بأشكال الرق المعاصرة التابع لها، على مواصلة معالجة قضية الاتجار بالنساء والفتيات في إطار مشروع برنامج عمله بشأن الاتجار باﻷشخاص واستغلال بغاء اﻵخرين؛

1. In its resolution 1993/79, the Commission on Human Rights adopted the Programme of Action for the Elimination of the Exploitation of Child Labour. It also requested the Sub-Commission on Prevention of Discrimination and Protection of Minorities to submit every two years a report to the Commission on Human Rights on the state of implementation of the Programme of Action by all States.
١- اعتمدت لجنة حقوق اﻹنسان، في قرارها ٣٩٩١/٩٧، برنامج العمل من أجل القضاء على استغلال عمل اﻷطفال، ورجت أيضاً من اللجنة الفرعية لمنع التمييز وحماية اﻷقليات أن تقدم كل سنتين إلى لجنة حقوق اﻹنسان تقريراً عن حالة تنفيذ برنامج العمل من جانب الدول كافة.

8. Calls upon the Subcommission on Prevention of Discrimination and Protection of Minorities to examine, as a matter of priority, ways and means to promote and protect effectively the rights of persons belonging to national or ethnic, religious and linguistic minorities, as set out in the Declaration;
٨- تطلب إلى اللجنة الفرعية لمنع التمييز وحماية اﻷقليات أن تدرس، على سبيل اﻷولوية، سبل ووسائل التعزيز والحماية الفعﱠالين لحقوق اﻷشخاص المنتمين إلى أقليات قومية أو إثنية وأقليات دينية ولغوية على النحو المبيﱠن في اﻹعلان؛

16. Requests the Special Rapporteur on states of emergency of the Subcommission on Prevention of Discrimination and Protection of Minorities to extend assistance to Governments expressing the wish to receive it, as well as to Special Rapporteurs and Working Groups, with a view to ensuring promotion and observance of the guarantees relating to states of emergency that are laid down in the relevant international instruments;
٦١- تطلب إلى المقرر الخاص المعني بحالات الطوارئ التابع للجنة الفرعية لمنع التمييز وحماية اﻷقليات أن يقدم مساعدته إلى الحكومات الراغبة في ذلك، وكذلك إلى المقررين الخاصين وإلى اﻷفرقة العاملة، بغية ضمان تعزيز واحترام الضمانات المتعلقة بحالات الطوارئ والمنصوص عليها في الصكوك الدولية ذات الصلة بالموضوع؛

١- اعتمدت لجنة حقوق اﻹنسان، في قرارها ٢٩٩١/٤٧، برنامج العمل لمنع بيع اﻷطفال وبغاء اﻷطفال والتصوير الاباحي لﻷطفال، كما طلبت إلى اللجنة الفرعية لمنع التمييز وحماية اﻷقليات أن تقدم إليها كل سنتين تقريراً عن حالة تنفيذ كل الدول لبرنامج العمل.

13. Also in resolution 1999/78, the Commission on Human Rights requested the Subcommission on Prevention of Discrimination and Protection of Minorities to undertake a study on ways of making United Nations activities and mechanisms in the context of programmes aimed at combating racism, racial discrimination, xenophobia and related intolerance more effective.
٣١ - وطلبت لجنة حقوق اﻹنسان في القرار ١٩٩٩/٧٨ أيضا إلى اللجنة الفرعية لمنع التمييز وحماية اﻷقليات أن تجري دراسة حول طرق إضفاء المزيد من الفعالية على أنشطة وآليات اﻷمم المتحدة في إطار البرامج الرامية إلى مناهضة العنصرية والتمييز العنصري وكراهية اﻷجانب وما يتصل بذلك من تعصب.

Requests the Sub-Commission on Prevention of Discrimination and Protection of Minorities to take fully into account the recommendations contained in the Vienna Declaration and Programme of Action within its mandate and to include in its report the measures undertaken within its mandate to implement these recommendations;
٧- ترجو من اللجنة الفرعية لمنع التمييز وحماية اﻷقليات أن تأخذ في اعتبارها تماما التوصيات الواردة في إعلان وبرنامج عمل فيينا في إطار ولايتها، وان تدرج في تقريرها التدابير المضطلع بها، في إطار ولايتها، تنفيذا لهذه التوصيات؛

Through grass-roots mobilization, minorities can form coalitions to advocate at a national level on poverty reduction issues.
إذ بإمكان الأقليات أن تشكل ائتلافات بتعبئة أفراد القاعدة الشعبية لتأييد قضايا الحد من الفقر على الصعيد الوطني.

France has always held that members of minorities should enjoy all human rights fully but that collective rights should not be granted to particular groups or communities identified on the basis of ethnic, cultural or religious criteria, particularly in view of the difficulty of defining such communities.
واعتبرت فرنسا باستمرار أنه يجب على الأشخاص المنتمين إلى الأقليات أن يتمتعوا على نحو كامل بحقوق الإنسان كافة، بيد أن من غير المناسب منح فئات أو جماعات محددة حقوقاً جماعية على أساس عرقي أو ثقافي أو ديني، بسبب الصعوبات الكامنة في تعريف هذه الجماعات.
