وإذ تعيد تأكيد أهمية الاتفاقية التي تعتبر أحد صكوك حقوق اﻹنسان المعتمدة تحت إشراف اﻷمم المتحدة والتي تحظى بقبول واسع النطاق، وإذ تدرك أهمية مساهمات اللجنة في جهود اﻷمم المتحدة لمكافحة العنصرية وسائر أشكال التمييز القائمة على العنصر أو اللون أو السلالة أو اﻷصل القومي أو العرقي،

We are deeply concerned that the main objectives of the past two Decades sponsored by the United Nations to combat racism and racial discrimination were not achieved due to a visible lack of interest and reluctance on the part of States Members of the United Nations to fund the activities envisaged for the Decades.
ونشعر ببالغ القلق لعدم تحقق اﻷهداف الرئيسية للعقدين اللذين رعتهما اﻷمم المتحدة لمكافحة العنصرية والتمييز العنصري، وذلك بسبب لامبالاة الدول اﻷعضاء في اﻷمم المتحدة وترددها، الواضحين، إزاء تمويل اﻷنشطة المرتآة للعقدين.

The Syrian Arab Republic indicated that it has acceded to all of the conventions adopted by the United Nations against racism and racial discrimination; the conventions to which it has acceded are incorporated into national legislation and are binding upon all government agencies and judicial authorities.
وأشارت الجمهورية العربية السورية إلى أنها قد انضمت إلى جميع الاتفاقيات التي اعتمدتها الأمم المتحدة لمكافحة العنصرية والتمييز العنصري؛ وتصبح نصوص جميع الاتفاقيات التي تنضم إليها الجمهورية العربية السورية جزءا من التشريعات الوطنية، وتتقيد بها الأجهزة القضائية وأجهزة الدولة كافة.
