وإذ تشير الى قراريها ٤٦/١٤٤ المؤرخ ١٧ كانون اﻷول/ديسمبر ١٩٩١ و ٤٧/١٥٢ المؤرخ ١٨ كانون اﻷول/ديسمبر ١٩٩٢ بشأن تنفيذ اﻹعلان المتعلق بالتعاون الاقتصادي الدولي والاستراتيجية اﻹنمائية الدولية،

28. With regard to the remarks made by the representative of Egypt, he said that the Department had in fact been guided by the spirit of paragraph 12 of the Declaration on International Economic Cooperation and had focused on growth because it was essential for successful development policies.
٢٨ - وفيما يتعلق بالملاحظات التي أبداها ممثل مصر، قال إن اﻹدارة قد اهتدت بالفعل بروح الفقرة ١٢ من اﻹعلان المتعلق بالتعاون الاقتصادي الدولي وركزت على النمو ﻷنه ضروري للسياسات اﻹنمائية الناجحة.

٩١ - ولفت المتحدت النظر الى حقيقة أن اﻹعلان المتعلق بالتعاون الاقتصادي الدولي يشير صراحة الى انتعاش النمو في البلدان النامية.

The General Assembly has adopted the Declaration on International Economic Cooperation, in particular the Revitalization of Economic Growth and Development of the Developing Countries; the International Development Strategy for the Fourth United Nations Decade; the New Agenda for the Development of Africa in the 1990s; and the Programme of Action for the Least Developed Countries for the 1990s.
لقد اعتمدت الجمعية العامة اﻹعلان المتعلق بالتعاون الاقتصادي الدولي وبخاصة تنشيط النمو الاقتصادي والتنمية في البلدان النامية؛ والاستراتيجية اﻹنمائية الدولية لعقد اﻷمم المتحدة اﻹنمائي الرابع؛ والبرنامج الجديد للتنمية في افريقيا في التسعينات؛ وبرنامج عمل التسعينات ﻷقل البلدان نموا.

22. In implementing the Declaration on International Economic Cooperation and the International Development Strategy for the Fourth United Nations Development Decade, emphasis should be placed on increasing capital flows in the form of foreign direct investment in order to encourage the growth and strengthening of a dynamic and competitive private sector in the developing countries.
٢٢ - وفي تنفيذ اﻹعلان المتعلق بالتعاون الاقتصادي الدولي والاستراتيجية اﻹنمائية الدولية لعقد اﻷمم المتحدة اﻹنمائي الرابع، ينبغي التركيز على زيادة تدفقات رأس المال في شكل استثمار مباشر أجنبي تشجيعا للنمو وتعزيزا لقطاع خاص دينمي وتنافسي في البلدان النامية.

24. the Declaration on International Economic Cooperation and the International Development Strategy for the Fourth United Nations Development Decade had laid a solid foundation for the current positive performance of the world economy and the convergence of views on development policy directions.
٢٤ - إن اﻹعلان المتعلق بالتعاون الاقتصادي الدولي والاستراتيجية اﻹنمائية الدولية لعقد اﻷمم المتحدة اﻹنمائي الرابع قد أرسيا قاعدة وطيدة لﻷداء اﻹيجابي الراهن للاقتصاد العالمي وتلاقي اﻵراء حول اتجاهات السياسة اﻹنمائية.

At its eighteenth special session, in 1990, the General Assembly adopted the Declaration on International Economic Cooperation, in particular the Revitalization of Economic Growth and Development of the Developing Countries, contained in the annex to resolution S-18/3.
في الدورة الاستثنائية الثامنة عشرة المعقودة في عام ١٩٩٠، اعتمدت الجمعية العامة اﻹعلان المتعلق بالتعاون الاقتصادي الدولي وبخاصة تنشيط النمو الاقتصادي والتنمية في البلدان النامية، الوارد في مرفق القرار دإ-١٨/٣.

64. Reference should be made at this point to the content of the Declaration on International Economic Cooperation adopted by the General Assembly in May 1990, in particular the " Revitalization of economic growth and development of the developing countries " , which pays ample heed to the environment, thus forging an inseparable link between development and the environment.
٤٦- ويجدر التذكير، في هذا الصدد، بمضمون اﻹعلان المتعلق بالتعاون الاقتصادي الدولي الذي اعتمدته الجمعية العامة في أيار/مايو ٠٩٩١، وخاصة " تنشيط النمو الاقتصادي والتنمية في البلدان النامية " ، الذي يولي أهمية كبيرة للبيئة مقيما صلة لا تنفصم بين التنمية والبيئة.

Mr. HONG Je Ryong (Democratic People's Republic of Korea) noted that, regrettably, the past three years had brought no substantial progress in the implementation of the Declaration on International Economic Cooperation and the International Development Strategy for the Fourth United Nations Development Decade.

His delegation wholeheartedly supported the views expressed by the Colombian representative on behalf of the Group of 77 and the People's Republic of China particularly with regard to the shared commitments undertaken by the developed and the developing countries on adopting the Declaration on International Economic Cooperation and the International Development Strategy for the Fourth United Nations Decade.
وذكر أن وفده يؤيد تأييدا كاملا اﻵراء التي أعرب عنها الممثل الكولومبي باسم مجموعة اﻟ ٧٧ وجمهورية الصين الشعبية ولا سيما فيما يتعلق بتقاسم الالتزامات الذي تعهدت به البلدان المتقدمة النمو والبلدان النامية بشأن اعتماد اﻹعلان المتعلق بالتعاون الاقتصادي الدولي والاستراتيجية اﻹنمائية الدولية لعقد اﻷمم المتحدة الرابع.

60. Mr. WANG Qun (China) said that the obstacles to the implementation of the Declaration on International Economic Cooperation and the International Development Strategy must be identified; remedies must be proposed on the basis of economic development in the developing countries.
٠٦ - السيد وانغ تشون )الصين(: قال إن من الضروري تحديد العقبات التي تقف في طريق تنفيذ اﻹعلان المتعلق بالتعاون الاقتصادي الدولي والاستراتيجية اﻹنمائية الدولية، واقتراح الحلول على ضوء ما حققته البلدان النامية من نتائج.

73. Ms. AMOAH (Ghana) said that both the Declaration on International Economic Cooperation, in particular the Revitalization of Economic Growth and Development of the Developing Countries, and the International Development Strategy for the Fourth United Nations Development Decade stressed the need to ensure the growth of the world economy and to accelerate development in the developing countries through enhanced international cooperation.
٣٧ - السيدة أمواه )غانا(: قالت إن اﻹعلان المتعلق بالتعاون الاقتصادي الدولي والاستراتيجية اﻹنمائية الدولية يؤكدان ضرورة كفالة نمو الاقتصاد العالمي وتعجيل عملية التنمية في البلدان النامية بفضل تعاون دولي متزايد.

12. Mrs. ESTHYPROBO (Indonesia) said that the rapid globalization and liberalization of the world economy had significantly changed the external environment since the adoption of the Declaration on International Economic Cooperation and the International Development Strategy for the Fourth United Nations Development Decade.
١٢ - السيدة إستيبرويو )إندونيسيا(: قالت إن العولمة والتحرير السريعين للاقتصاد العالمي قد غيرا إلى حد كبير البيئة الخارجية منذ اعتماد اﻹعلان المتعلق بالتعاون الاقتصادي الدولي والاستراتيجية اﻹنمائية الدولية لعقد اﻷمم المتحدة اﻹنمائي الرابع.

Mr. BELHIMEUR (Algeria), speaking on behalf of the States members of the Group of 77 and China, said that the consensus on the draft resolution just adopted should not obscure the fact that, in the four years since the adoption of the Declaration on International Economic Cooperation and the International Development Strategy for the Fourth United Nations Development Decade, little had been accomplished with respect to their implementation.
٦ - السيد بلحمر )الجزائر(: قال، وهو يتحدث بالنيابة عن الدول اﻷعضاء في مجموعة اﻟ ٧٧ والصين إن توافق اﻵراء بشأن مشروع القرار الذي اعتمد للتو لا ينبغي أن يطمس الحقيقة التي مفادها أنه لم يُحرز، خلال السنوات اﻷربع منذ اعتماد اﻹعلان المتعلق بالتعاون الاقتصادي الدولي والاستراتيجية اﻹنمائية الدولية لعقد اﻷمم المتحدة اﻹنمائي الرابع، إلا تقدم ضئيل فيما يتعلق بتنفيذهما.

45. Mr. O'CONNELL (Ireland), speaking on behalf of the European Union and supported by Cyprus, the Czech Republic, Hungary, Iceland, Lithuania, Poland, Romania, Slovakia and Slovenia, said that the Secretary-General's report on the implementation of the Declaration on International Economic Cooperation and the International Development Strategy (A/51/270) was very useful because it provided a concise analysis of trends in the world economy.
٥٤ - السيد أودونيل )أيرلندا(: تكلــم بالنيابــة عن الاتحــاد اﻷوروبي وبالنيابة عن آيسلندا وبولندا والجمهورية التشيكية ورومانيا وسلوفاكيا وسلوفينيا وقبرص وليتوانيا وهنغاريا، فقال إن تقرير اﻷمين العام عن تنفيذ اﻹعلان المتعلق بالتعاون الاقتصادي الدولي والاستراتيجية اﻹنمائية الدولية )072/15/A( مفيد جدا ﻷنه يحتوي على تحليل دقيق لاتجاهات الاقتصاد العالمي.

Mr. OSSA (Director, Macroeconomic and Social Policy Analysis Division, Department for Economic and Social Information and Policy Analysis), introducing the report on the implementation of the Declaration on International Economic Cooperation (A/49/328), expressed the hope that it would be a useful background document for the consideration of an agenda for development.
