وفي هذا الصدد، يرحب المؤتمر بالالتزامات اﻷحادية المتخذة من جانب الاتحاد الروسي والولايات المتحدة اﻷمريكية بالتعهد بإحداث تخفيضات حادة ]تخفيضات كبيرة[ في مجال اﻷسلحة النووية التعبوية ومنظومات اﻹيصال الاستراتيجية[.

President Yeltsin outlined the initiative Russia presented to the United Nations General Assembly for a treaty among the five permanent members of the United Nations Security Council for a halt to the production of fissile materials for weapons, a ban on the re-use of fissile materials in weapons, further elimination of nuclear warheads, and reduction of strategic delivery systems.
وأوجز الرئيس يلتسين المبادرة التي طرحتها روسيا على الجمعية العامة لﻷمم المتحدة والتي تدعو إلى عقد معاهدة بين اﻷعضاء الخمسة الدائمين بمجلس اﻷمن التابع لﻷمم المتحدة لوقف إنتاج المواد الانشطارية المستخدمة في صنع اﻷسلحة، وحظر إعادة استخدام المواد الانشطارية في إنتاج اﻷسلحة، وإزالة المزيد من الرؤوس الحربية النووية، وخفض منظومات اﻹيصال الاستراتيجية.

In an important new development, the Presidents concurred that, once the START II Treaty is ratified, Russia and the United States would proceed to deactivate all strategic delivery systems to be reduced under START II by removing their nuclear warheads or taking other steps to remove them from alert status.
وفي تطور جديد هام، اتفاق الرئيسان على أن تشرع روسيا والولايات المتحدة، بمجرد التصديق على المعاهدة الثانية )ستارت الثانية( في إبطال جميع منظومات اﻹيصال الاستراتيجية المتعين تخفيضها بموجب معاهدة )ستارت الثانية( وذلك بإزالة رؤوسها الحربية النووية أو باتخاذ خطوات أخرى ﻹخراجها من حالة التأهب.

Noting also that the Russian Federation and the United States of America concurred that, once the Treaty between them on the Further Reduction and Limitation of Strategic Offensive Arms was ratified, they would proceed to deactivate all strategic delivery systems to be reduced under the Treaty by removing their nuclear warheads or taking other steps to remove them from alert status,
وإذ تلاحظ أيضا أن الاتحاد الروسي والولايات المتحدة اﻷمريكية قد اتفقا على أن يشرعا، حالما يتم التصديق على المعاهدة المبرمة بينهما بشأن مواصلة تخفيض اﻷسلحة الهجومية الاستراتيجية والحد منها، في تعطيل جميع منظومات اﻹيصال الاستراتيجية الواجب تخفيضها بمقتضى المعاهدة، وذلك بنزع رؤوسها النووية أو اتخاذ خطوات أخرى ﻹخراجها من حالة التأهب،
