For many countries, particularly for Africa and the least developed countries, the barriers to exports are internal as well as external, including low productivity, inadequate transportation and communication infrastructure, unreliable power, lack of trained and skilled workers, and quality and reliability below international standards.

As a follow-up to the World Summit for Social Development, particularly relating to the commitment on Africa and the least developed countries, the Department of Economic and Social Affairs is giving special attention to social policy issues of particular concern and the needs of specific population groups, including persons with disabilities, youth and the ageing.

In this regard, we note the proposal to assign to the Secretary-General's Advisor for Special Assignments in Africa the responsibilities of coordinating and guiding reports and input on Africa-related matters and on Least Developed Countries through the Office of the Special Coordinator for Africa and least Developed Countries (OSCAL).
