In section VI of its resolution 45/248 B, the General Assembly reaffirmed that the Fifth Committee was the appropriate Main Committee entrusted with responsibilities for administrative and budgetary matters, reaffirmed the role of the Advisory Committee on Administrative and Budgetary Questions, and expressed concern at the tendency of its substantive Committees to involve themselves in administrative and budgetary matters.

Mr. Zhou Qiangwu (China) said that his delegation supported the Advisory Committee's statement in paragraph 4 of its report that the Fifth Committee was the Main Committee of the General Assembly with responsibility for administrative and budgetary matters, and it was therefore concerned at certain provisions of draft resolution A/C.2/54/L.73 adopted by the Second Committee.
29 - السيد زهو كيانغو (الصين): أعرب عن تأييد وفد بلده لما قررته اللجنة الاستشارية في الفقرة 4 من تقريرها بأن اللجنة الخامسة هي اللجنة الرئيسية التابعة للجمعية العامة المنوط بها المسؤولية عن المسائل الإدارية ومسائل الميزانية، ولذلك فالقلق يساور وفد بلده بشأن أحكام معينة في مشروع القرار A/C.2/54/L.73 الذي اعتمدته اللجنة الثانية.
