٣٤ - وقال إن في أوكرانيا ودول أعضاء أخرى العديد من الخبراء ذوي الكفاءات العالية الذين سيكونون راغبين في الانضمام إلى اﻷمانة العامة إيمانا منهم بأن النظام الموحد تنافسي وجذاب بما فيه الكفاية.
