وفي هذه الرسالة، ذكر المقرر الخاص الحكومة بأن لجنة حقوق اﻹنسان كانت قد طلبت إليهما أن يقدما مؤقتا إلى الجمعية العامة.

Recognizing that the Commission on Human Rights has a number of mechanisms to address human rights violations, which cause movements of refugees and displaced persons or prevent durable solutions to their plight,
وإذ تسلم بأن لجنة حقوق اﻹنسان لديها عدد من اﻵليات التي تتناول انتهاكات حقوق اﻹنسان التي تتسبب في تحركات اللاجئين واﻷشخاص المشردين أو التي تمنع إيجاد حلول دائمة لمحنتهم،

60. Mr. Joinet pointed out that the Commission on Human Rights regularly emphasized the need for effective cooperation between the various organs of the United Nations.
٠٦- وبعد ذلك ذكّر السيد جوانيه بأن لجنة حقوق اﻹنسان تلح بانتظام على حسن التعاون الذي يجب أن يقوم بين مختلف هيئات اﻷمم المتحدة.

Taking into account that the Human Rights Commission has been tasked with the implementation of the Convention and other human rights treaties, it recommends that the Commission be comprised of an equal number of female and male staff and board members and that it provide full and easy access to women to claim their rights.
وأخذا في الاعتبار بأن لجنة حقوق الإنسان كُلفت بمهمة تنفيذ الاتفاقية وغيرها من معاهدات حقوق الإنسان، توصي اللجنة المعنية بالقضاء على التمييز ضد المرأة بأن تضم لجنة حقوق الإنسان عددا متساويا من الإناث والذكور بالنسبة للموظفين وأعضاء المجلس وأن تتيح للمرأة إمكانية المطالبة بحقوقها بشكل كامل وميسر.

وقد أحاط المقرر الخاص علما بأن لجنة حقوق اﻹنسان قد ساورها بالغ القلق في قرارها ٦٩٩١/٠٨ المؤرخ في ٣٢ نيسان/أبريل ٦٩٩١ بسبب " وجود قيود هامة على ممارسة الحريات اﻷساسية بما في ذلك حرية التعبير وتكوين الجمعيات " ، وأنها شجعت حكومة ميانمار على " الاستمرار في رفع تدابير الطوارئ المتبقية " )الفقرة ٥١(.

The Special Rapporteur has noted that the Commission on Human Rights, in its resolution 1995/72 of 8 March 1995, gravely concerned at " the existence of important restrictions on the exercise of fundamental freedoms, including the freedom of expression and association " , encouraged the Government of Myanmar " to continue to lift the remaining emergency measures " . 146. As regards minorities, it will be recalled that the Commission on Human Rights, in resolution 1999/39, expressed its deep concern at the increase in the violence and discrimination against religious minorities, including restrictive legislation and arbitrary application of legislative and other measures.
١٤٦ - وفيما يخص اﻷقليات لا بد من التذكير بأن لجنة حقوق اﻹنسان أعربت، في قرارها ١٩٩٩/٣٩، عن بالغ قلقها إزاء الزيادة في العنف والتمييز المرتكبين ضد اﻷقليات الدينية، بما في ذلك اﻷخذ بتشريعات تقييدية وتطبيق التدابير التشريعية والتدابير اﻷخرى تطبيقا تعسفيا.

29. It was recalled by some delegations that the Commission on Human Rights in its resolution 1994/90 mandated the working group to work " in close collaboration with the Special Rapporteur on the sale of children, child prostitution and child pornography and with the Committee on the Rights of the Child " .
٩٢- وذكﱠرت بعض الوفود بأن لجنة حقوق اﻹنسان كلﱠفت الفريق العامل في قرارها ٤٩٩١/٠٩ بالعمل " بالتعاون الوثيق مع المقرر الخاص المعني بمسائل بيع اﻷطفال ودعارة اﻷطفال والتصوير اﻹباحي لﻷطفال ولجنة حقوق الطفل " .

25. The Special Rapporteur notes that the Commission on Human Rights, in resolution 1997/18 of 11 April 1997, “Calls upon all Governments to cooperate with the Special Rapporteur on religious intolerance and to give serious consideration to inviting the Special Rapporteur to visit their countries so as to enable him to fulfil his mandate even more effectively”.
٥٢- ويود المقرر الخاص أن يذكر بأن لجنة حقوق اﻹنسان دعت في قرارها ٧٩٩١/٨١ المؤرخ في ١١ نيسان/أبريل ٧٩٩١ " جميع الحكومات إلى التعاون مع المقرر الخاص المعني بالتعصب الديني والنظر الجاد في دعوته لزيارة بلدانها لكي يتمكن من الاضطلاع بولايته بشكل أكثر فعالية " .

Recalling that the Commission on Human Rights had approved the establishment of two working groups to formulate draft optional protocols to the Convention, he said that the adoption of those two protocols, one concerning the participation of children in armed conflicts and the other the sale of children, child prostitution and child pornography, was essential in order to protect the rights of children worldwide.
٦١ - وذكر بأن لجنة حقوق اﻹنسان وافقت على إنشاء فريقين عاملين يكلفان بوضع مشروعي بروتوكولين اختياريين للاتفاقية، ورأى من الضروري اعتماد هذين البروتوكولين اللذين يتعلق أحدهما باشتراك اﻷطفال في النزاعات المسلحة والثاني ببيع اﻷطفال وبغاء اﻷطفال واستخدام اﻷطفال لانتاج المواد اﻹباحية، وذلك من أجل حماية حقوق الطفل في العالم أجمع.

The author had responded by saying that no action had been taken, and in April 2008 had informed the Committee that he had been told that the Human Rights Commission of Sri Lanka had submitted its recommendations to the Attorney General, since which time no further action had been taken.
وقد رد صاحب البلاغ بقوله أنه لم يجرِ اتخاذ أي إجراء، وفي نيسان/أبريل 2008 أحاط اللجنة علماً بأن لجنة حقوق الإنسان في سري لانكا قد قدمت توصياتها إلى النائب العام، ومنذ ذلك الحين لم يتخذ أي إجراء آخر.

The State party further submits that the Human Rights Committee has never considered a complaint on its merits regarding the deportation of a person who feared less serious human rights violations.
كما أن الدولة الطرف تدفع بأن لجنة حقوق الإنسان لم تنظر قط في الأُسس الموضوعية لشكوى تتعلق بترحيل شخص يخشى من انتهاكات أقل خطورة لحقوق الإنسان.
