This is the first annual report submitted to the Human Rights Council by the first Special Rapporteur on the promotion of truth, justice, reparation and guarantees of non-recurrence, Pablo de Greiff.

The present report is submitted by the first Special Rapporteur on the promotion of truth, justice, reparation and guarantees of non-recurrence, Pablo de Greiff, to the Human Rights Council pursuant to its resolution 18/7.

29. The Special Rapporteur on the promotion of truth, justice, reparation and guarantees of non-recurrence, Pablo de Greiff, said that effective redress was not possible without States addressing impunity.

Pablo de Leon, President of the Association for Space Technology of Argentina, gave an overview presentation on the Association's activities, including the design of hybrid rocket propulsion systems, micro-gravity research activities and receivers for satellite navigation systems.

Pablo de Leon (Argentina) presented a synopsis of activities in South America and the current status of the Latin American Working Group.

8. Round table B, on the theme " Supporting development efforts and enhancing the role of middle-income countries, including in the area of trade " , was co-chaired by Marisol Argueta de Barillas, Minister for Foreign Affairs of El Salvador, and Juan Pablo de Laiglesia, Director, Agency for International Development Cooperation of Spain.

1. Pursuant to Human Rights Council resolution 18/7, the Special Rapporteur on the promotion of truth, justice, reparation and guarantees of non-recurrence, Pablo de Greiff, conducted an official visit to Tunisia from 11 to 16 November 2012, at the invitation of the Government.
1- وفقاً لقرار مجلس حقوق الإنسان 18/7، قام المقرر الخاص المعني بتعزيز الحقيقة والعدالة والجبر وضمانات عدم التكرار، بابلو دي غريف، بزيارة رسمية إلى تونس في الفترة من 11 إلى 16 تشرين الثاني/نوفمبر 2012، بدعوة من الحكومة.

" Effective redress is not possible without States addressing impunity, " said Pablo de Greiff, Special Rapporteur on the promotion of truth, justice, reparation and guarantees of non-recurrence.

The meeting was co-chaired by the ambassadors of Spain and Uruguay to the United Nations (Mr. Juan Pablo de Laiglesia and Mr. José Luis Cancela, respectively).
