1 - على كل طرف ألاّ يسمح باستيراد الزئبق أو مركّبات الزئبق المسردة في المرفق باء إلاّ في الأغراض التالية:

Register of notifications of consent to import mercury by importing parties and importing non-parties
سجل إخطارات الموافقة باستيراد الزئبق من طرف من أطراف مستوردة أو دول غير أطراف مستوردة

An exporting party would consequently be readily able to verify prior to export whether an importing party had provided a general notification of consent with regard to the import of mercury and confirmation as to the purpose of the mercury to be imported.
ونتيجة لذلك، يكون أي طرف مستورد قادراً بشكل يسير على التحقق قبل الاستيراد مما إذا كان الطرف المستورِد قد قدَّم إخطاراً عاماً بالموافقة فيما يتعلق باستيراد الزئبق والتأكيد بالنسبة للغرض من استيراد الزئبق.

The import of mercury or mercury compounds listed in Annex B from a State not Party to this Convention only for the purpose of environmentally sound storage as set out in paragraph 1 of Article 4.
(ب) باستيراد الزئبق أو مركّبات الزئبق المدرجة في المرفق باء من أي دولة ليست طرفاً في هذه الاتفاقية إلاّ لأغراض التخزين السليم بيئياً على النحو المبيّن في الفقرة 1 من المادة 4.

[(a) The import of mercury [or mercury compounds listed in Annex B] from a State not a Party to this Convention when the demand for such mercury or mercury compounds cannot be met by trade with Parties; and]
[(أ) باستيراد الزئبق [أو مركبات الزئبق المدرجة في المرفق باء] من دولة ليست طرفاً في هذه الاتفاقية إذا كان الطلب على الزئبق أو مركبات الزئبق لا يمكن تلبيته عن طريق التجارة مع الأطراف؛ و]

[10. Each Party shall not allow the import of mercury or mercury compounds that are not mercury waste within the meaning of Article 13 from a State not a Party to this Convention.]
[10 - يجب على كل طرف أن لا يسمح باستيراد الزئبق ومركبات الزئبق التي لا تعتبر نفايات وفقاً لمعنى المادة 13 من دولة غير طرف في هذه الاتفاقية.]

Paragraph 8 of article 3 of the Convention stipulates that " [e]ach party shall not allow the import of mercury from a non-Party to whom it will provide its written consent unless the non-Party has provided certification that the mercury is not from sources identified as not allowed under paragraph 3 or paragraph 5 (b) " .
2- تنص الفقرة 8 من المادة 3 من الاتفاقية على أن ' ' لا يَسمح أي طرف باستيراد الزئبق من غير طرف سيقدِّم له موافقته الخطّية ما لم يكن غير الطرف قد قدَّم شهادة بأن ذلك الزئبق ليس من المصادر المحدَّدة على أنها مصادر غير مسموح بها بموجب الفقرة 3 أو الفقرة 5 (ب)``.

8. Each Party shall not allow the import of mercury from a non-Party to whom it will provide its written consent unless the non-Party has provided certification that the mercury is not from sources identified as not allowed under paragraph 3 or paragraph 5 (b).
8 - لا يسمح أي طرف باستيراد الزئبق من غير طرف سيقدِّم له موافقته الخطّية ما لم يكن غير الطرف قد قدَّم شهادة بأن ذلك الزئبق ليس من مصادر محدَّدة على انها مصادر غير مسموح بها بموجب الفقرة 3 أو الفقرة 5 (ب).
