1. The present report is submitted pursuant to General Assembly resolutions 51/243 and 57/281 B, in which the Assembly requested the Secretary-General to provide a comprehensive report, on a biennial basis, on the use of gratis personnel.

41. In its resolution 51/243, the General Assembly had decided that type II gratis personnel would be accepted only in two exceptional sets of circumstances.
41 - واسترسل قائلاً إن الجمعية العامة قررت في قرارها 51/243 أنه لا يمكن القبول بالاستعانة بالأفراد المقدمين دون مقابل من الفئة الثانية إلا في مجموعتين استثنائيتين من الظروف.

However, the General Assembly had not accepted the Advisory Committee's original recommendation that information on gratis personnel should be presented on a biennial basis as part of the Secretary-General's regular report on the composition of the Secretariat because such a practice would contradict the exceptional nature of such appointments and would threaten the stability and continuity of the Organization.

(ix) Biennial report on the use of gratis personnel (resolution 57/281 B);
' 9` التقرير المقدم كل سنتين عن الاستعانة بالأفراد المقدمين دون مقابل (القرار 57/281 باء)؛

1. The present report is submitted pursuant to General Assembly resolution 57/281 B of 18 June 2003, in which the Secretary-General was requested to provide a report, on a biennial basis, on the use of gratis personnel, indicating their nationality and duration of service, department where employed and functions performed.
1 - يقدم هذا التقرير عملا بقرار الجمعية العامة 57/281 بـاء المؤرخ 18 حزيران/يونيه 2003، الذي طلبت فيه الجمعيـة إلى الأمين العام أن يقدم تقريرا كل سنتين عن الاستعانة بالأفراد المقدمين دون مقابل يوضح جملة أمور منها جنسياتهم، ومدة خدمتهم، والإدارات التي يعملون بها، والمهام التي يضطلعون بها.

2. This report is the first biennial report to be submitted to the Assembly since the adoption of resolution 57/281 B, which changed the frequency of reporting on the situation of gratis personnel provided by Governments and other entities from an annual to a biennial basis.
2 - وهذا التقرير أول تقرير لفترة السنتين يقدم إلى الجمعية العامة بعد اعتماد القرار 57/281 باء، الذي غيـَّـر وتيـرة تقديم التقارير عن الحالة المتعلقة بالأفراد المقدمين دون مقابل من الحكومات والكيانات الأخرى، إذ كانت تقدم مرة كل سنة فأصبحت تقدم مرة كل سنتين.

The engagement of the 40 type II gratis personnel (forensic investigators) engaged by ICTY has been discontinued in 2001.
وقد توقف في عام 2001 الاستعانة بالأفراد المقدمين دون مقابل من الفئة الثانية (أخصائي الطب الشرعي) البالغ عددهم 40 أخصائيا الذين كانوا يعملون لدى المحكمة الدولية ليوغوسلافيا السابقة.

For example, the reports on gratis personnel (A/56/839) and consultants and individual contractors (A/56/834) had been submitted late and, furthermore, had not complied with the requirement that the reasons for the delay should be included in a footnote.

The quarterly report covers the situation of gratis personnel during the period from 1 July to 30 September 2000, while the annual report concerns the situation during the period from 1 October 1999 to 30 September 2000.
ويغطي التقرير الفصلي الحالة المتعلقة بالأفراد المقدمين دون مقابل خلال الفترة من 1 تموز/يوليه إلى 30 أيلول/سبتمبر 2000، بينما يتناول التقرير السنوي تلك الحالة خلال الفترة من 1 تشرين الأول/أكتوبر 1998 إلى 30 أيلول/ سبتمبر 2000.

2. Requests the Secretary-General to provide in subsequent reports, on a biennial basis, information on the use of gratis personnel, indicating, inter alia, their nationality and duration of service, department where employed and functions performed.

6. The Assembly also has before it the reports of the Secretary-General on the composition of the Secretariat (A/61/257), which includes addenda on consultants and individual contractors; the employment of retired former staff; and use of gratis personnel for 2004 and 2005.
6 - ومعروض على الجمعية أيضا تقرير الأمين العام عن تكوين الأمانة العامة (A/61/257)، والاستعانة بالأفراد المقدمين دون مقابل للعامين 2004 و 2005.

7. By its resolution 51/243, therefore, the General Assembly decided that the use of type II gratis personnel would only be permitted to provide expertise for very specialized functions and/or to provide temporary and urgent assistance in the case of new and/or expanded mandates.
7- وقررت الجمعية العامة، بموجب قرارها 51/243، ألا يُسمح بالاستعانة بالأفراد المقدمين دون مقابل من الفئة الثانية إلا لتقديم الخبرة لأداء مهام على درجة فائقة من التخصص، و/أو توفير المساعدة المؤقتة والعاجلة في حالات الولايات الجديدة و/أو الموسعة.
