27. The Government of Mexico considered that the appropriate process of modifying the legal status of the CESCR would be through an amendment to the Covenant, to be approved by a conference of States parties, in conformity with the procedure set out in article 29.

With regard to the procedure under article 40 of the Covenant, the States parties did not always -- far from it -- respect deadlines for the submission of their reports.

On 9 June 2009, the State party reiterated the arguments from its previous submissions and argued that the author's allegations in relation to the inaccuracy and untruthfulness of the trial transcript of the first instance court have already been examined by the Leningrad Regional Court on 18 December 2001 in compliance with the procedure set forth in article 260 of the Criminal Procedure Code.
8- وفي 9 حزيران/يونيه 2009، كررت الدولة الطرف الحجج التي قدمتها في ملاحظاتها السابقة وهي تدفع بأن ادعاءات صاحب البلاغ بشأن افتقار محضر جلسة المحكمة الابتدائية إلى الدقة والمصداقية نظرت فيها محكمة لينينغراد الإقليمية بالفعل في يوم 18 كانون الأول/ديسمبر 2001 عملاً بالإجراء المنصوص عليه في المادة 260 من قانون الإجراءات الجنائية.

8. On 9 June 2009, the State party reiterates the arguments from its previous submissions and argues that the author's allegations in relation to the inaccuracy and untruthfulness of the trial transcript of the first instance court have already been examined by the Leningrad Regional Court on 18 December 2001 in compliance with the procedure set forth in article 260 of the Criminal Procedure Code.
