The Protocol to the American Convention on Human Rights of 1990 had been ratified by 11 States in Latin America; in Africa, 27 States parties to the African Charter had, in law or practice, abolished the death penalty and, in 2009, Burundi and Togo had joined the abolitionist movement.

This constitutional provision and the law abolishing the death penalty are fully consistent with the international instruments to which Chile is a party, especially the ICCPR, its Second Optional Protocol, and the Protocol to the American Convention on Human Rights.

20- وأوصى الائتلاف العالمي لمناهضة عقوبة الإعدام السلفادور بالتصديق على البروتوكول الملحق بالاتفاقية الأمريكية لحقوق الإنسان الرامي إلى إلغاء عقوبة الإعدام(24).

17. There were no new ratifications of or accessions to the Protocol to the American Convention on Human Rights to Abolish the Death Penalty or to Protocol No. 6 to the European Convention for the Protection of Human Rights and Fundamental Freedoms concerning the abolition of the death penalty during the reporting period.
17- ولم يسجَّل خلال الفترة المشمولة بالتقرير أي تصديق أو انضمام جديد إلى البروتوكول الملحق بالاتفاقية الأمريكية لحقوق الإنسان والمتعلق بإلغاء عقوبة الإعدام، ولا إلى البروتوكول رقم 6 الملحق بالاتفاقية الأوروبية لحقوق الإنسان والحريات الأساسية المتعلق بإلغاء عقوبة الإعدام.

The African Charter on Human and Peoples' Rights also recognizes the right to education (art. 17) as do the Protocol of San Salvador to the American Convention on Human Rights in the Area of Economic, Social and Cultural Rights (art. 13) and the Charter of Fundamental Rights of the European Union (art. 14).
