Paragraph 3 of Article 4 provides that a reservation made at the time of signature shall take effect simultaneously with the entry into force of the Convention in respect of the Party concerned whereas paragraph 4 provides that a reservation after the entry into force of the Convention for that Party shall take effect twelve months after the date of its receipt by the depositary.

A proposal was made to add a new paragraph after paragraph (3) in article 4, as follows: " Reservations made at the time of ratification, acceptance or approval of this Convention or accession thereto shall take effect simultaneously with the entry into force of this Convention in respect of the Party concerned. "

Executive authority would be invested in a five-member Council of State. The composition of these organs of state would include all of the parties signatory to the Agreement, so as to emphasize the inclusionary character of the transitional period. The transitional government was to be installed in Monrovia approximately 30 days from the date of signature of the Peace Agreement, concomitant with the commencement of disarmament.
وستوكل السلطة التنفيذية الى مجلس دولة يتألف من خمسة أعضاء ويشمل تكوين هذه اﻷجهزة التابعة للدولة جميع اﻷطراف، وذلك للتأكيد على الطابع الجامع للفترة الانتقالية، وكان من المفترض أن تقام الحكومة الانتقالية في مونروفيا بعد نحو ٣٠ يوما من تاريخ التوقيع على اتفاق السلم، بالتزامن مع بدء عملية نزع السلاح.
