155. In the framework of the International Project on Technical and Vocational Education, and in collaboration with other United Nations specialized agencies such as ILO, UNESCO is assisting the central and eastern European countries in reforming the system of vocational education in order to adjust it to the needs of a market economy.
١٥٥ - واليونسكو تقدم المساعدة إلى بلدان وسط وشرق أوروبا في ما تقوم به من إصلاح لنظام التعليم المهني بغية تطويعه لاحتياجات اقتصاد السوق وذلك في إطار المشروع الدولي المعني بالتعليم التقني والمهني وبالتعاون مع وكالات أخرى تابعة لﻷمم المتحدة مثل منظمة العمل الدولية.

(j) Increase availability of vocational training programmes for young people, in particular, for girls, with the view to facilitate their access to the labour market, and in this connection, ratify the 1989 UNESCO Convention on Technical and Vocational Education; and
(ي) زيادة برامج التدريب المهني للشباب، لا سيما البنات، بهدف تيسير سبل وصولهم إلى سوق العمل، والتصديق، في هذا الصدد، على اتفاقية اليونسكو الخاصة بالتعليم التقني والمهني لعام 1989؛

3. In 2011, UNESCO encouraged Antigua and Barbuda to ratify UNESCO Convention against Discrimination in Education (1960) and UNESCO Convention on Technical and Vocational Education (1989).
3- وفي عام 2011 شجعت اليونسكو أنتيغوا وبربودا على التصديق على اتفاقية اليونسكو لمناهضة التمييز في التعليم (1960) واتفاقية اليونسكو الخاصة بالتعليم التقني والمهني لعام 1989(10)؛

5. In 2011, UNESCO recommended that Haiti ratify the 1960 UNESCO Convention against Discrimination in Education and the 1989 UNESCO Convention on Technical and Vocational Education.
5- وفي عام 2011، أوصت اليونسكو بأن تصدّق هايتي على اتفاقية اليونسكو لعام 1960 المتعلقة بمكافحة التمييز في مجال التعليم وعلى اتفاقية اليونسكو لعام 1989 المتعلقة بالتعليم التقني والمهني(11).

3. In 2011, UNESCO recommended that Timor-Leste ratify the 1960 UNESCO Convention against Discrimination in Education and the 1989 UNESCO Convention on Technical and Vocational Education.
3- وفي عام 2011، أوصت اليونسكو تيمور - ليشتي بالمصادقة على اتفاقية اليونسكو لعام 1960 لمكافحة التمييز في مجال التعليم واتفاقية اليونسكو لعام 1989 المتعلقة بالتعليم التقني والمهني(12).

15. According to the report (para. 96), policies and programme documents as regards Technical and Vocational Education are gender sensitive for the first time and have integrated gender concerns.
15- يشير التقرير (الفقرة 96) إلى أن وثائق السياسات والبرامج المتعلقة بالتعليم التقني والمهني تراعي لأول مرة نوع الجنس، وقد أدرجت فيها الشواغل الجنسانية.

The UNESCO Revised Recommendation concerning Technical and Vocational Education (2001) stipulates that member States should aim to apply relevant and appropriate internationally recommended standards and norms relating to systems of assessment or evaluation; occupational qualifications and certification; and equipment and technical standards.
وتنص التوصية المعدلة الخاصة بالتعليم التقني والمهني (2001) على وجوب أن تهدف الدول الأعضاء إلى تطبيق ما يناسبها من المعايير والقواعد الملائمة الموصى بها على الصعيد الدولي فيما يتصل بنظم التقدير/التقييم، والمؤهلات والشهادات المهنية، والمعايير المتعلقة بالجوانب التقنية والمعدات.

With these objectives in mind, the Second International Congress on Technical and Vocational Education: Lifelong Learning and Training – a Bridge to the Future is being organized by UNESCO and the Government of the Republic of Korea (Seoul, 26–30 April 1999).
وإذ تضع اليونسكو هذه اﻷهداف في الاعتبار تقوم حاليا بالتعاون مع حكومة جمهورية كوريا بتنظيم " المؤتمر الدولي الثاني المعني بالتعليم التقني والمهني: التعليم والتدريب مدى الحياة جسر للمستقبل " )سيول في الفترة ٢٦ - ٣٠ نيسان/أبريل ١٩٩٩(.

This is foreseen in the UNESCO Revised Recommendation concerning Technical and Vocational Education (2001), which stipulates, in paragraph 100, that " Internationally recommended standards and norms should be continuously evaluated through sustained research on and monitoring of the effectiveness of their application in each country " .
وقد استشرف ذلك في توصية اليونسكو المعدلة الخاصة بالتعليم التقني والمهني (2001)، التي تنص، في الفقرة 100 منها، على أنه " ينبغي أن تخضع المعايير والقواعد الموصى بها دوليا لتقييم مستمر عن طريق البحث المتواصل في فعالية تطبيقها في كل بلد ورصد فعالية ذلك التطبيق " .

Article 2, paragraphs (3) and (4), establishes that " States shall work towards the right to equal access to Technical and Vocational Education and towards equality of opportunity to study throughout the educational process " ; and that " States shall pay attention to the special needs of the handicapped and other disadvantaged groups and take appropriate measures to enable these groups to benefit from Technical and Vocational Education " .
وتنص الفقرتان 3 و 4 من المادة 2 على أن " تعمل الدول على كفالة الحق في الالتحاق بالتعليم التقني والمهني على قدم المساواة وعلى كفالة تكافؤ فرص الدراسة طوال العملية التعليمية " ، وعلى أن " تولي الدول الاهتمام للاحتياجات الخاصة لذوي الإعاقة وغيرهم من الفئات الأقل حظا وتتخذ التدابير الملائمة لتمكين هذه الفئات من الانتفاع بالتعليم التقني والمهني " .
