7. Urges States to establish Effective Investigation and documentation procedures, and takes note of the Principles on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment as a useful tool in this respect;
7- يحث الدول على وضع إجراءات فعالة للتحري والتوثيق والإحاطة علماً بالمبادئ المتعلقة بالتقصي والتوثيق الفعالين لأعمال التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة باعتبار ذلك أداة مفيدة في هذا الصدد؛

Member States may further wish to clarify in Rule 54bis that, based on the Principles for the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment:
لعلّ الدول الأعضاء تودّ أيضا أن توضح في القاعدة 54 مكررا، استنادا إلى المبادئ المتعلقة بالتقصي والتوثيق الفعالين بشأن التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة، ما يلي:

22. Furthermore, the Special Rapporteur would like to draw the attention of the General Assembly to the Principles on the Effective Investigation and documentation of torture and other cruel, inhuman or degrading treatment or punishment, also known as the Istanbul Protocol.

3. Draws the attention of Governments to the Principles on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment annexed to the present resolution, and strongly encourages Governments to reflect upon the Principles as a useful tool in efforts to combat torture;
3 - تسترعي انتباه الحكومات إلى المبادئ المتعلقة بالتقصي والتوثيق الفعالين بشأن التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة المرفقة بهذا القرار، وتشجع الحكومات بشدة على التفكير مليا في المبادئ باعتبارها أداة مفيدة لمحاربة التعذيب؛

(j) That the General Assembly give consideration to endorsing the Principles on the Effective Investigation and documentation of torture and other cruel, inhuman or degrading treatment or punishment annexed to the present report.

3. Takes note of the Principles on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment annexed to its resolution 55/89 of 4 December 2000 as a useful tool in efforts to combat torture;
3 - تحيط علما بالمبادئ المتعلقة بالتقصي والتوثيق الفعالين بشأن التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المعينة، المرفقة بقرارها 55/89 المؤرخ 4 كانون الأول/ديسمبر 2000، باعتبارها أداة مفيدة في الجهود الرامية إلى مكافحة التعذيب؛

The Committee took note of General Assembly resolution 55/89, entitled " Torture and other cruel, inhuman or degrading treatment or punishment " , to which are annexed the Principles on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.
17- أحاطت اللجنة علماً بقرار الجمعية العامة 55/89 المعنون " التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة " الذي أرفقت به المبادئ المتعلقة بالتقصي والتوثيق الفعالين بشأن التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة.
