24. Leaders also noted the positive strides in the negotiations for the development of a legally binding conservation and management arrangement which will ensure, on a cooperative basis with Distant Water Fishing Nations, the maintenance of a sustainable fishery in the region and enhance the economic security of coastal States, particularly those whose economies are highly dependent on this one resource.
٢٤ - وأشار الزعماء أيضا إلى الخطوات اﻹيجابية التي تحققت في المفاوضات المتعلقة بوضع ترتيب يتعلق بالحفظ واﻹدارة ملزم قانونا، يكفل، على أساس تعاوني مع الدول التي تقوم أساطيلها بالصيد في المياه البعيدة، صون صيد مستدام لﻷسماك في المنطقة وتعزيز اﻷمن الاقتصادي للدول الساحلية ولا سيما الدول التي تعتمد اقتصاداتها اعتمادا كبيرا على هذا المورد وحده.

This important instrument, which was adopted without a vote on 4 August 1995, will facilitate the implementation of the relevant provisions of the Convention for the effective conservation and management of straddling fish stocks and highly migratory fish stocks on the high seas beyond areas of national jurisdiction, through the promotion of enhanced international cooperation for the benefit of all humankind.

14. Where no subregional or regional fisheries management organization or arrangement exists to establish conservation and management measures for particular straddling fish stock(s) or highly migratory fish stock(s), States should enter into agreements or arrangements to ensure effective conservation and management of the stock(s) in question.
٤١ - وحيثما لا يكون هناك منظمة أو ترتيبات دون إقليمية أو إقليمية ﻹدارة مصائد اﻷسماك تتولى اتخاذ التدابير المتعلقة بالحفظ واﻹدارة بالنسبة ﻷنواع معينة من اﻷرصدة السمكية المتداخلة المناطق أو اﻷرصدة السمكية الكثيرة الارتحال، ينبغي أن تدخل الدول في اتفاقات أو ترتيبات لتكفل فعالية الحفظ واﻹدارة لﻷرصدة السمكية ذات الصلة.
