4. In relation to the rights recognized in the Convention, the treaty-specific document should indicate:
4- وفيما يتعلق بالحقوق المعترف بها في الاتفاقية، ينبغي أن تشير الوثيقة المتعلقة بمعاهدة محددة إلى الآتي:

In the cultural field, every possible measure should be taken to foster the development of their personality and to provide them with a level of education that will enable them to enjoy the rights recognized in the Covenant, particularly the right to freedom of opinion and expression.
كما ينبغي في الميدان الثقافي اتخاذ كل تدبير ممكن لتسهيل نمو شخصيتهم نموا كاملاً ولإعطائهم درجة من التعليم تمكنهم من التمتع بالحقوق المعترف بها في العهد، ولا سيما حرية الرأي والتعبير.

3. The obligation to ensure to all individuals the rights recognized in the Covenant, established in articles 2 and 3 of the Covenant, requires that States parties take all necessary steps to enable every person to enjoy those rights.
3- ويقتضي الالتزام بضمان تمتع جميع الأفراد بالحقوق المعترف بها في العهد، على النحو المبيّن في المادتين 2 و3 من العهد، أن تتخذ الدول الأطراف جميع الخطوات اللازمة لتمكين كل شخص من التمتع بهذه الحقوق.

It invites the State party to include, in its fourth periodic report, information on case law concerning the rights recognized in the Covenant.
وتدعو الدولة الطرف إلى أن تضمِّن تقريرها الدوري الرابع معلومات عن السوابق القضائية المتعلقة بالحقوق المعترف بها في العهد.

Pursuant to article 2 of the Covenant, the State party has undertaken to ensure to all individuals within its territory and subject to its jurisdiction the rights recognized in the Covenant and to furnish them with an effective and applicable remedy should it be proved that a violation has occurred.

II. SPECIFIC ACTIONS TAKEN IN RELATION TO THE rights recognized in THE COVENANT 22 278 6

81. A third way in which the rights recognized under the Covenant are not respected is that the Zairian military and security forces are certain to go unpunished.
١٨- هناك شكل ثالث من عدم التقيد بالحقوق المعترف بها في العهد، ألا وهو ضمان اﻹفلات من العقاب الذي يتمتع به أعضاء القوات العسكرية واﻷمنية الزائيرية.

In addition, the Committee urges the State party to continue eliminating the obstacles that, in practice, hinder the enjoyment by migrants in the State party of their rights under the Convention.
