The right to development 36. In its resolution 9/3, the Council decided to renew the mandate of the Working Group on the Right to Development until it completes the tasks entrusted to it by the Council in its resolution 4/4 and that the Working Group should convene annual sessions of five working days and submit its reports to the Council.
36- قرر المجلس، في قراره 9/3، أن يجدِّد ولاية الفريق العامل المعني بالحق في التنمية إلى أن يستكمل المهام المسندة إليه بموجب قرار مجلس حقوق الإنسان 4/4، وأن يعقد الفريق العامل دورات سنوية تستغرق كل دورة خمسة أيام عمل ويقدم تقاريره إلى المجلس.

1. The present note is submitted in accordance with General Assembly resolution 53/155 of 9 December 1998, in which the Assembly, in paragraph 21, requested the Commission on Human Rights to invite the independent expert on the Right to Development to submit his studies to the Assembly.
١ - تقدم هذه المذكرة عملا بقرار الجمعية العامة ٥٣/١٥٥ المؤرخ ٩ كانون اﻷول/ ديسمبر ١٩٩٨ الذي طلبت الجمعية العامة في الفقرة ٢١ منه إلى لجنة حقوق اﻹنسان أن تدعو الخبير المستقل المعني بالحق في التنمية إلى أن يقدم دراساته إلى الجمعية العامة.

3. In view of these assurances, it would be fair to allow the High Commissioner the chance to put his commitment to the Right to Development to practical effect and to judge him by the results of his efforts as he has sought.
٣ - وفي ضوء هذه التأكيدات، فإن من العدل إتاحة الفرصة للمفوض السامي لترجمة التزامه بالحق في التنمية إلى خطوات عملية، والحكم عليه - كما طلب - على أساس نتائج جهوده.

The Working Group was guided by the decisions of the Human Rights Council to ensure that its agenda promoted and advanced sustainable development and the achievement of the Millennium Development Goals (MDGs), with a view to raising the Right to Development to the same level as other human rights.

It stressed that the fourteenth summit of the Non-Aligned Movement, held in Havana in September 2006, called for the elevation of the Right to Development to the same level and on a par with all other human rights and fundamental freedoms, as well as to its full operationalization through the elaboration of a convention.
وأكدت أن القمة الرابعة عشرة للدول الأعضاء في حركة عدم الانحياز التي انعقدت في هافانا في شهر أيلول/سبتمبر 2006 دعت إلى النهوض بالحق في التنمية إلى نفس مستوى جميع حقوق الإنسان الأخرى والحريات الأساسية، كما دعت إلى إعماله إعمالاً تاماً عن طريق وضع اتفاقية في هذا الشأن.

(هـ) دعوة رئيس الفريق العامل المعني بالحق في التنمية إلى تقديم بيان شفوي عن المستجدات إلى الجمعية في دورتها الثالثة والستين.

25. The task force was mandated by the Working Group on the Right to Development to focus on two aspects of the implementation of the right to development, namely obstacles and challenges to implementation of the Millennium Development Goals in relation to the right to development, and social impact assessments in the area of trade and development at the national and international levels.
25- فوض الفريق العامل المعني بالحق في التنمية إلى فرقة العمل مهمة التركيز على جانبين من جوانب إعمال الحق في التنمية وهما بالتحديد العقبات والتحديات التي تعترض إعمال الأهداف الإنمائية للألفية فيما يتعلق بالحق في التنمية وتقييمات الأثر الاجتماعي في مجال التجارة والتنمية على الصعيدين الوطني والدولي.
