Administrative instruction ST/AI/284 of 1 March 1982 relative to general trust funds states that normally, an operating cash reserve at a constant level of 15 per cent of estimated annual expenditures is to be maintained during the implementation of trust fund activities to cover shortfalls and is to be utilized to meet the final expenditures under the trust fund, including any liquidating liabilities.
