This request is made pursuant to section IV of General Assembly resolution 49/233 of 23 December 1994 on the financing of United Nations peacekeeping operations.

18. With respect to section IV of the Secretary-General's report, on financial assistance to the joint interim administration of Cambodia, the Advisory Committee dealt with this matter and communicated its view to the Secretary-General (see annex).

126. Regarding section IV on the administrative and financial implications of United Nations participation in the Programme, there was strong protest by the Committee members against the reduction of the Programme's budget for the 1998-1999 biennium (from $358,200 to $334,900), which was felt to have been at a minimum level before the decrease.
١٢٦ - وفيما يختص بالفرع الرابع المتعلق باﻵثار اﻹدارية والمالية المترتبة على اشتراك اﻷمم المتحدة في البرنامج، احتج أعضاء اللجنة بشدة على تخفيض ميزانية البرنامج لفترة السنتين ١٩٩٨-١٩٩٩ )مـن ٢٠٠ ٣٥٨ دولار إلى ٩٠٠ ٣٣٤ دولار(، وهي الميزانية التي رئي أنها كانت تمثل الحد اﻷدنى قبل تخفيضها.

63. Taking into account paragraphs 59 to 62 above, the General Committee recommends to the General Assembly the adoption of the following allocation of items: The numbering in parentheses used in the allocation of items follows the draft agenda in section IV (para. 56). (D.) stands for “draft agenda”.

Under the circumstances, pursuant to section IV of General Assembly resolution 49/233 A of 23 December 1994, the Advisory Committee concurs in your request to enter into commitments in an amount not exceeding $5,274,800 gross ($4,875,100 net) in order to meet the estimated additional cost of the liquidation of MONUA.

11. Takes note of section IV, on systemic issues, of the report of the Secretary-General on the activities of the Office of the United Nations Ombudsman and Mediation Services,2 and emphasizes that the role of the Ombudsman is to report on broad systemic issues that he or she identifies, as well as issues that are brought to his or her attention, in order to promote greater harmony in the workplace;
