56. Part III of the draft covered measures planned by upstream States which could have negative effects on downstream States; those provisions were thus intended to protect the right of downstream States to use of a watercourse.

The Drafting Committee had also added the words " related to an international watercourse " after the words " mitigate conditions " in the second line.
كما أضافت لجنة الصياغة، في السطر الثاني، عبارة " المتصلة بالمجرى المائي الدولي " بعد عبارة " للوقاية من اﻷحوال " .

١ - تبذل دول المجرى المائي، كل في إقليمها، قصارى جهودها لصيانة وحماية اﻹنشاءات، والمرافق، واﻷشغال الهندسية اﻷخرى المتصلة بالمجرى المائي الدولي.

He praised the restricted, non-exhaustive terms in which it had been possible to define the natural, historical, social and economic factors to be taken into account to ensure the equitable utilization of watercourses.
