4. An amendment adopted in accordance with paragraph 1 of this article shall enter into force in respect of a State Party ninety days after the date of the deposit with the Secretary-General of the United Nations of an instrument of ratification, acceptance or approval of such amendment.

The Conference reaffirms that since the Convention is in force, for any State acceding to the Convention the destruction or diversion to peaceful purposes specified in Article II would be completed upon accession to the Convention.

Reporting, not later than 180 days after entry into force for a State Party.

The Committee recalls its jurisprudence, according to which alleged violations of the Covenant which occurred before the entry into force of the Optional Protocol for a given State party may only be considered by the Committee if those " violations continue after that date or continue to have effects which, in themselves, constitute a violation of the Covenant " .
