In this context I would like to touch on several issues relating to the Caspian Sea.
وفي هذا السياق، أود أن أتعرض لعدة قضايــا تتعلق ببحر قزوين.

It is essential that all decisions concerning the Caspian Sea be taken with the consent of all its coastal States, as agreed at their Ministerial Meeting in 1996, as well as at the Summit Meeting at Ashgabat in 2002.
ومن الهام اتخاذ جميع القرارات المتعلقة ببحر قزوين لموافقة جميع الدول الساحلية، كما اتفقت على ذلك في اجتماعها الوزاري المعقود في عام 1996، فضلا عن اجتماع القمة المعقود في عشق آباد في عام 2002.

It is obvious today that effective cooperation and activities relating to the Caspian Sea as a whole are directly connected with ensuring stability in the Caspian region.

On the question of implementing a secure development strategy and enhancing cooperation in the region, I would like to underscore issues of international cooperation regarding the Caspian Sea.
أما عن مسألة تنفيذ استراتيجية إنمائية مأمونة وتعزيز التعاون في المنطقة، أود أن أؤكد على قضايا التعاون الدولي فيما يتعلق ببحر قزوين.

Most of the littoral countries now adhere to a sectoral variant of the division of the Caspian.
ومعظم البلدان المحيطة ببحر قزوين تؤيد اليوم صورة بديلة لتقسيم قطاعي لبحر قزوين.

Appealing to the Caspian States to conclude rapidly, by common accord, a convention on the legal status of the Caspian Sea,
وإذ يدعوان الدول المحيطة ببحر قزوين إلى التعجيل بإبرام اتفاقية بشأن المركز القانوني لبحر قزوين على أساس الموافقة المشتركة بينهما،

The change in the geopolitical situation has brought about a new relationship between interests in the Caspian region and has made it essential to devise new approaches to determining the status of the Caspian Sea.
ويستدعي التغيير في حالة السياسة الجيوبوليتيكية علاقة جديدة من المصالح في المنطقة المحيطة ببحر قزوين وضرورة وضع نهوج جديدة في تحديد مركز بحر قزوين.

Kazakhstan's position is that individual provisions of the United Nations Convention on the Law of the Sea of 1982 should be extended to the Caspian Sea and applied taking into account the specific features of the Caspian.
ويقدم موقف كازاخستان على أساس أنه يلزم لتطبيق اﻷحكام المتعلقة ببحر قزوين في اتفاق اﻷمم المتحدة لقانون البحار لعام ١٩٨٢، إيلاء الاعتبار لخصائص بحر قزوين.

All rights with respect to the Caspian Sea and its resources belong to the coastal States, and only they are entitled to lay down rules for activity in the Caspian.
وتعود جميع الحقوق المتعلقة ببحر قزوين وموارده للدول المطلة عليه، وهي وحدها التي يحق لها تحديد القواعد التي تحكم أي نشاط فيه.

The Parties will take all possible steps to promote the conservation of the unique ecological system of the Caspian basin and to have all the Caspian States sign an agreement on the conservation, reproduction and rational use of the biological resources of the Caspian Sea.
وسيسعى الطرفان للعمل بكل الوسائل للمحافظة على النظام الايكولوجي الفريد لحوض بحر قزوين، ولبذل المساعي لكي توقع جميع الدول المحيطة ببحر قزوين على اتفاقيات بشأن المحافظة على الموارد البيولوجية لبحر قزوين وإحيائها واستخدامها استخداما رشيدا.

Questions connected with the freedom of navigation and overflight, the laying and utilization of underwater cables, pipelines and other uses of the Caspian Sea, shall be regulated by separate bilateral and multilateral agreements between the Caspian States after the conclusion, and on the basis, of a convention on the legal status of the Caspian Sea.
ستسوى المسائل المتصلة بالملاحة الحرة والطيران، ووضع واستغلال الكابلات تحت الماء وخطوط اﻷنابيب وسواها من أنواع استغلال بحر قزوين، باتفاقات منفصلة ثنائية أو متعددة اﻷطراف بين الدول المحيطة ببحر قزوين بعد إبرام اتفاقية المركز القانوني لبحر قزوين وعلى أساسها.

3. The two sides reaffirmed that, until the finalization of the new legal regime, the Treaty on Friendship between Iran and Russia of 1921 and the Agreement on Trade and Shipping between Iran and the Soviet Union of 1940 are the sole international documents governing legal issues relating to the Caspian Sea.
٣ - أكد الجانبان من جديد أنه إلى أن يتم وضع النظام القانوني الجديد في صيغته النهائية، فإن معاهدة الصداقة بين إيران وروسيا لعام ١٢٩١ والاتفاق المتعلق بالتجارة والنقل البحري بين إيران والاتحاد السوفياتي لعام ٠٤٩١ هما الوثيقتان الدوليتان الوحيدتان اللتان تحكمان المسائل القانونية المتصلة ببحر قزوين.

Paragraph 1 of the joint statement on issues relating to the Caspian Sea, signed by the Presidents of Kazakhstan and Turkmenistan on 27 February 1997, reads as follows:
النقطة ١ من البيان المشترك بين رئيس تركمانستان ورئيس كازاخستان الصادر في ألما - أتا في ٢٧ شباط/فبراير ١٩٩٧ بشأن المسائل المتعلقة ببحر قزوين وفيما يلي نصها:

(c) The maintenance of the Caspian Sea as a zone of peace, good-neighbourliness, friendship and cooperation and the resolution of all issues relating to the Caspian Sea by peaceful means;
)ج( الحفاظ على بحر قزوين كمنطقة سلم وحُسن جوار وصداقة وتعاون، وتسوية جميع المسائل المتصلة ببحر قزوين بالوسائل السلمية؛

- the maintenance of the Caspian Sea as a zone of peace, good-neighbourliness, friendship and cooperation, and the peaceful settlement of all questions concerning the Caspian Sea;
- المحافظة على بحر قزوين كمنطقة سلم، وحسن جوار، وصداقة وتعاون؛ وتسوية جميع المسائل المتعلقة ببحر قزوين بالوسائل السلمية؛

9. Underlining the essential need for cooperation among the littoral States in all matters relating to the Caspian Sea with the aim of expanding this friendly cooperation, the two sides called upon all littoral States to employ their utmost efforts for the earliest completion of the Caspian Sea legal regime.
٩ - وبعد أن أبرز الجانبان الحاجة اﻷساسية للتعاون فيما بين الدول المشاطئة في جميع المسائل المتصلة ببحر قزوين بهدف توسيع نطاق هذا التعاون الودي، أهاب الجانبان بجميع الدول المشاطئة بذل قصارى جهودها للتعجيل في إنجاز النظام القانوني لبحر قزوين.

Azerbaijan’s geographic location (at the crossroads of Europe and Asia) and climate (plants used in the manufacture of narcotic drugs could be grown there), the opening of new transport routes and the exploitation of oil in the Caspian Sea were all attractive elements to international organized crime, which sought to make the country an area for the transit and sale of new narcotic drugs.
وموقع أذربيجان الجغرافي )في ملتقى أوروبا وآسيا( ومناخها )حيث يمكن فيها زراعة النباتات المستخدمة في صناعة المخدرات(، وفتح محاور جديدة لنقل البترول واستغلاله ببحر قزوين تشكل كلها عناصر تجتذب منظمات اﻹجرام الدولية التي تريد أن تجعل من البلد منطقة لعبور المخدرات الجديدة وتسويقها.
