The Subcommittee had considered a number of working papers with regard to the definition and delimitation of outer space but there had been no progress in resolving the differences between those delegations that considered the definition and delimitation of airspace and outer space to be a practical and legal necessity and those delegations that maintained that there was no need to establish such a boundary.
