At the regional level, Portugal is a party to the Council of Europe's Convention for the Protection of Human Rights and Fundamental Freedoms and has ratified the European Convention on the Compensation of Victims of Violent Crimes.

Regarding compensation of victims, Lithuania signed the 1983 European Convention on the Compensation of Victims of Violent Crimes on 14 January 2004.

74. In Europe, States that have ratified the European Convention on the Compensation of Victims of Violent Crimes are obliged to provide compensation for victims and their dependants when such compensation cannot be fully obtained by other means and when the offender cannot be prosecuted or punished.
