5. The Committee notes the adoption of the following institutional and policy measures related to the implementation of the Optional Protocol:

The Committee is however concerned about the multiplicity of governmental entities with coordination functions relating to the implementation of the Optional Protocol and the lack of a clear division of responsibilities among the entities.
