The Committee also decided to set up a working group on the rights of children with disabilities, which includes members of the Committee, representatives of relevant United Nations bodies and agencies and non-governmental organizations of disabled people, including disabled children.
وقررت اللجنة أيضا إنشاء فريق عامل معني بحقوق الأطفال المعوقين يضم أعضاء من اللجنة وممثلين للهيئات والوكالات المختصة في الأمم المتحدة والمنظمات غير الحكومية الخاصة بالمعوقين، بمن فيهم الأطفال المعوقون.

(e) Conduct programmes with the assistance of the media, civil society organizations and community leaders to raise awareness of the rights of children with disabilities and to combat discrimination against them;

The Committee is particularly concerned at the lack of comprehensive government policy specifically addressing the rights of disabled children.
وتشعر اللجنة بالقلق بصفة خاصة إزاء عدم وجود سياسة حكومية شاملة تُعنى على وجه التحديد بحقوق الأطفال المعوقين.

In its general comment No. 9 on the rights of children with disabilities, the Committee on the Rights of the Child noted that girls with disabilities were even more vulnerable to discrimination, and requested States parties to, when necessary, take extra measures to ensure that girls with disabilities were well protected, had access to all services and were fully included in society.
وأشارت لجنة حقوق الطفل في تعليقها العام رقم 9 المتعلق بحقوق الأطفال المعوقين إلى أن الفتيات ذوات الإعاقة أكثر تعرضاً للتمييز، وطلبت إلى الدول الأطراف أن تتخذ، عند اللزوم، تدابير إضافية بغية كفالة حماية الفتيات ذوات الإعاقة بشكل جيد وحصولهن على جميع الخدمات وإدماجهن في المجتمع إدماجاً كاملاً().

(h) Take into account article 23 of the Convention on the Rights of the Child, the Committee's general comment No. 9 (2006) on the rights of children with disabilities (CRC/C/GC/9), as well as the United Nations Standard Rules on the Equalization of Opportunities for Persons with Disabilities (General Assembly resolution 48/96).
(ح) أن تراعي المادة 23 من اتفاقية حقوق الطفل والتعليق العام للجنة رقم 9(2006) المتعلق بحقوق الأطفال المعوقين (CRC/C/GC/9) إضافة إلى قواعد الأمم المتحدة الموحدة بشأن تحقيق تكافؤ الفرص للمعوقين (قرار الجمعية العامة 48/96).

The Committee has addressed the vulnerable status of girls with disabilities in its general comment No. 9 (2006) on the rights of children with disabilities (CRC/C/GC/9) in which it requested States parties to pay particular attention to these girls by taking the necessary measures, and when needed extra measures, in order to ensure that they are well protected, have access to all services and are fully included in society (para. 10).
15 - وعالجت اللجنة حالة الضعف التي تعتري الفتيات المعوقات في تعليقها العام رقم 9 (2006) المتعلق بحقوق الأطفال المعوقين (CRC/C/GC/9) الذي طلبت فيه من الدول الأطراف إيلاء اهتمام خاص لهؤلاء الفتيات باتخاذ التدابير اللازمة، وحيثما يقتضي الأمر، تدابير إضافية، بغية كفالة توفير حماية كافية لهم، وإتاحة إمكانية حصولهم على جميع الخدمات، وإدماجهم إدماجا كاملا في المجتمع (الفقرة 10).

In this sense, the inclusion in this convention of a specific article on disabled children (art. 23) and the specific request - contained in the guidelines elaborated by the Committee for the preparation of initial and periodic reports (CRC/C/58) - to include information on children with disabilities seem to have played an important role in raising awareness on the rights of disabled children.
وبهذا المعنى، فإن إدراج مادة محددة بشأن الأطفال المعوقين (المادة 23) في هذه الاتفاقية، والطلب المحدد - الوارد في المبادئ التوجيهية التي وضعتها اللجنة لإعداد التقارير الأولية(3) والدورية (CRC/C/58) - بإدراج معلومات عن الأطفال المعوقين، يبدو أنه أدى دوراً هاماً في التوعية بحقوق الأطفال المعوقين.
