The Department administers international staff benefits and entitlements as well as military observer and police travel requirements valued at some $700 million per annum, and oversees the exercise of delegated authority in the field for the administration of local staff benefits and in-mission payments of mission subsistence allowances and hazard pay valued at some $600 million per annum.

The appreciation of the value of the euro with respect to the United States dollar has resulted in additional resource requirements for the payment of Mission subsistence allowances to military liaison officers ($237,900) and United Nations police officers ($8,824,100), as well as additional resource requirements to cover increased national staff and related costs ($2,430,800) and general temporary assistance expenditures ($184,700).

The proposed budget for the Mission for the period from 1 July 2009 to 30 June 2010 (A/63/710 and Add.1) was 21.9 per cent, higher than the resources that had been approved for 2008/09, reflecting additional international staff requirements, increased air transportation costs caused by higher contract rates and increased mission subsistence allowances and travel costs for United Nations police.

The unutilized balance was primarily attributable to: (a) reduced requirements for mission subsistence allowances and for the rotation travel of police officers, owing to the higher actual vacancy rate of 2.9 per cent compared with the assumption of full deployment; and (b) the non-utilization of the provision for death and disability compensation resulting from the absence of incidents involving injury or loss of life.
