The present note is submitted pursuant to Human Rights Council resolution 4/7 entitled " Rectification of the legal status of the Committee on Economic, Social and Cultural Rights " , in which the Council decided to initiate a process to rectify, in accordance with international law, the legal status of the Committee on Economic, Social and Cultural Rights, with the aim of placing the Committee on a par with all other treaty monitoring bodies.
1- هذه المذكرة مقدمة عملاً بقرار مجلس حقوق الإنسان 4/7 المعنون " تصحيح الوضع القانوني للجنة المعنية بالحقوق الاقتصادية والاجتماعية والثقافية " ، الذي قرر فيه المجلس الشروع في عملية لتصحيح الوضع القانوني للجنة المعنية بالحقوق الاقتصادية والاجتماعية والثقافية وفقاً للقانون الدولي، بهدف جعل تلك اللجنة نداً لجميع الهيئات الأخرى المعنية برصد المعاهدات.

In compliance with those requests, the Special Rapporteur submitted her updated and final reports (E/CN.4/Sub.2/2000/21) and the High Commissioner submitted her report (E/CN.4/Sub.2/2000/20), which was based on the most recent activities of treaty monitoring bodies, special rapporteurs and the Commission on Human Rights and provided information on specific conflict situations available from those sources.
2- وامتثالاً لهذين الطلبين قدمت المقررة الخاصة تقريرها النهائي المستكمل (E/CN.4/Sub.2/2000/21) وقدمت المفوضة السامية تقريرها (E/CN.4/Sub.2/2000/20) الذي استند إلى أحدث الأنشطة التي اضطلع بها المقرران الخاصان والهيئات المنوطة برصد المعاهدات ولجنة حقوق الإنسان وقدمت معلومات عن حالات منازعات محددة أتاحتها هذه المصادر.

Thus, treaty-monitoring bodies would not be able to assess that validity without a clear mandate.

وينبغي أن تراعي توصيات الهيئات المعنية برصد المعاهدات مراعاة دقيقة لتدعيم تنفيذ معاهدات حقوق الإنسان التي صادقت عليها كمبوديا.
