4. Requests the United Nations International Drug Control Programme to facilitate and improve the overall electronic exchange of information among Member States and their communication with the Programme;
4- تطلب إلى برنامج الأمم المتحدة للمراقبة الدولية للمخدرات أن يقوم بتيسير وتحسين تبادل المعلومات الكترونيا فيما بين الدول الأعضاء والاتصالات بينها وبين البرنامج عموما؛

5. Requests the United Nations International Drug Control Programme to facilitate this by presenting substantive, concise and timely briefings and, when appropriate, reports to all Member States;
5- تطلب إلى برنامج الأمم المتحدة للمراقبة الدولية للمخدرات أن ييسّر ذلك بتقديم إرشادات فنية وموجزة وآنية، وعند الاقتضاء تقارير إلى كل الدول الأعضاء؛

7. Requests the United Nations International Drug Control Programme to report to the Commission on Narcotic Drugs at its forty-fifth session on the national database system.
7- يطلب الى برنامج الأمم المتحدة للمراقبة الدولية للمخدرات أن يحيل الى لجنة المخدرات في دورتها الخامسة والأربعين تقريرا عن نظام قاعدة البيانات الوطنية.

7. Requests the United Nations International Drug Control Programme to continue its activities in the region, within available voluntary contributions, with a view to supporting the efforts of the Governments concerned;
7- تطلب الى برنامج الأمم المتحدة للمراقبة الدولية للمخدرات أن يواصل أنشطته في المنطقة، في حدود التبرعات المتاحة، بهدف دعم الجهود التي تبذلها الحكومات المعنية؛

4. Requests the International Narcotics Control Board and the United Nations International Drug Control Programme to provide technical support to those efforts, within available voluntary contributions.
4- تطلب الى الهيئة الدولية لمراقبة المخدرات والى برنامج الأمم المتحدة للمراقبة الدولية للمخدرات أن يوفرا الدعم التقني لهذه الجهود في حدود التبرعات المتاحة.

7. Requests the United Nations International Drug Control Programme to provide assistance, within available voluntary resources, in the implementation of the ACCORD plan of action and report thereon to the Commission on Narcotic Drugs at its annual sessions.
7- تطلب الى برنامج الأمم المتحدة للمراقبة الدولية للمخدرات أن يقدم، في حدود الموارد المتاحة المتأتية من التبرعات، المساعدة على تنفيذ خطة عمل " أكّورد " ، وأن يقدم تقريراً عن ذلك الى لجنة المخدرات في دورتها الخامسة والأربعين.

11. Calls upon the United Nations International Drug Control Programme to continue to cooperate with Member States and relevant international organizations within the framework of the harmonized and coordinated implementation of illicit crop eradication efforts, crop substitution assistance and alternative development;
11- تطلب إلى برنامج الأمم المتحدة للمراقبة الدولية للمخدرات أن يواصل تعاونه مع الدول الأعضاء والمنظمات الدولية ذات الصلة في إطار الجهود المتناسقة والمنسجمة المبذولة لإبادة المحاصيل غير المشروعة والمساعدة على إبدال المحاصيل وتحقيق تنمية بديلة؛

Recalling Economic and Social Council resolution 2001/18 of 24 July 2001, in which it requested the United Nations International Drug Control Programme to report to the Commission on Narcotic Drugs at its forty-fifth session on the national database system for national and international drug control,
وإذ تشير إلى قرار المجلس الاقتصادي والاجتماعي 2001/18 المؤرخ 24 تموز/ يوليه 2001، الذي طلب فيه إلى برنامج الأمم المتحدة للمراقبة الدولية للمخدرات أن يقدم إلى لجنة المخدرات إبان دورتها الخامسة والأربعين تقريرا عن نظام قاعدة البيانات الوطنية بشأن مراقبة المخدرات على الصعيدين الوطني والدولي،

Requests the United Nations International Drug Control Programme to provide the necessary support, subject to the availability of voluntary resources, to the Arab States in order to enable them to continue to implement their plans and programmes in the field of drug control and also to support their national drug law enforcement agencies;
2- تطلب الى برنامج الأمم المتحدة للمراقبة الدولية للمخدرات أن يوفر الدعم اللازم، رهنا بتوفر التبرعات، للدول العربية بغية تمكينها من مواصلة تنفيذ خططها وبرامجها في مجال مكافحة المخدرات وكذلك لدعم أجهزتها الوطنية المعنية بإنفاذ قوانين المخدرات؛

9. Requests the United Nations International Drug Control Programme to ensure that the demand reduction programmes that it promotes have demonstrated effectiveness in reducing illicit use of drugs and facilitating the goals of recovery from dependence or addiction.
9- تطلب إلى برنامج الأمم المتحدة للمراقبة الدولية للمخدرات أن يضمن أن تكون برامج خفض الطلب التي يروّج لها قد أثبتت فعالية في الحد من استعمال المخدرات على نحو غير مشروع وفي تيسير الشفاء من الارتهان أو الإدمان.

4. Requests the United Nations International Drug Control Programme to provide data to Member States by electronic means, using the standards set by the National Drug Control System on estimates and assessments and the addresses of competent authorities;
4- تطلب إلى برنامج الأمم المتحدة للمراقبة الدولية للمخدرات أن يقدم البيانات إلى الدول الأعضاء الكترونيا باتباع المعايير التي حددها النظام الوطني لمراقبة المخدرات عن التقديرات والتقييمات وعن عناوين السلطات المختصة؛

5. Also requests the United Nations International Drug Control Programme to explore the possibility of obtaining secure funds, either in the form of earmarked voluntary contributions or from the regular budget of the United Nations, in order to deploy the National Drug Control System in more countries and to enhance the System;
5- تطلب أيضا إلى برنامج الأمم المتحدة للمراقبة الدولية للمخدرات أن يستكشف امكانية الحصول على أموال مضمونة، إما في شكل تبرعات مخصصة وإما من الميزانية العادية للأمم المتحدة، لأجل نشر النظام الوطني لمراقبة المخدرات في المزيد من البلدان وتحسين النظام؛

4. Requests the United Nations International Drug Control Programme to facilitate this by continuing to present substantive, concise and timely briefings and, when appropriate, reports to all Member States, such as the progress report on management reform entitled " Commitment to good governance " ;
4- تطلب إلى برنامج الأمم المتحدة للمراقبة الدولية للمخدرات أن ييسر هذه المهمة بمواصلة تزويد جميع الدول الأعضاء بمعلومات ارشادية موضوعية وموجزة وفي حينها وبتقديم تقارير عند الاقتضاء، مثل التقرير المرحلي عن التقدم المحرز في إصلاح الإدارة والمعنون " التزام بالإدارة الرشيدة " ؛

3. Requests the United Nations International Drug Control Programme to communicate the guidelines to States parties to the Single Convention on Narcotic Drugs of 1961, that Convention as amended by the 1972 Protocol and the Convention on Psychotropic Substances of 1971;
3- تطلب إلى برنامج الأمم المتحدة للمراقبة الدولية للمخدرات أن يبلّغ هذه المبادئ التوجيهية الدولية إلى الدول الأطراف في الاتفاقية الوحيدة للمخدرات لسنة 1961،() وتلك الاتفاقية بصيغتها المعدلة ببروتوكول سنة 1972،() واتفاقية المؤثرات العقلية لسنة 1971؛()

10. Welcomes the participation of the Joint United Nations Programme on Human Immunodeficiency Virus/Acquired Immunodeficiency Syndrome in the work of the Commission on Narcotic Drugs, and calls upon the United Nations International Drug Control Programme to continue to cooperate with the Joint United Nations Programme and other relevant United Nations entities in introducing and strengthening programmes to address HIV/AIDS;
10- ترحب بمشاركة برنامج الأمم المتحدة المشترك المعني بفيروس نقص المناعة البشرية/متلازمة نقص المناعة المكتسب في عمل لجنة المخدرات، وتناشد برنامج الأمم المتحدة للمراقبة الدولية للمخدرات أن يواصل التعاون مع برنامج الأمم المتحدة المشترك وسائر هيئات الأمم المتحدة ذات الصلة على وضع وتعزيز برامج ترمي إلى التصدي للايدز وفيروسه؛

Requests the United Nations International Drug Control Programme to urge States that have effective demand reduction strategies, in particular relating to training, prevention, treatment, rehabilitation and social reintegration, to share those strategies with other States and assist them in those strategies, where appropriate, in accordance with the Declaration on the Guiding Principles of Drug Demand Reduction.23
تطلب الى برنامج الأمم المتحدة للمراقبة الدولية للمخدرات أن يحث الدول التي لديها استراتيجيات وبرامج ناجعة لخفض الطلب، وخصوصا المتعلقة منها بالتدريب والوقاية والعلاج واعادة التأهيل والادماج في المجتمع من جديد، على تقاسم هذه الاستراتيجيات مع الدول الأخرى، ومساعدتها في تلك الاستراتيجيات، حيثما كان ذلك ملائما، وفقا للاعلان الخاص بالمبادئ التوجيهية لخفض الطلب على المخدرات.(23)

1. Requests the United Nations International Drug Control Programme to provide to States, upon request, guidance and assistance, from within existing resources, in developing, in accordance with the Declaration on the Guiding Principles of Drug Demand Reduction,24 strategies and programmes for reducing illicit drug demand, especially among young people in recreational areas;
1- تطلب الى برنامج الأمم المتحدة للمراقبة الدولية للمخدرات أن يزود الدول، بناء على طلبها، بالارشاد والمساعدة، في اطار الموارد الموجودة حاليا، لكي تضع، وفقا للاعلان الخاص بالمبادئ التوجيهية لخفض الطلب على المخدرات،(24) استراتيجيات وبرامج لخفض الطلب على العقاقير غير المشروعة، خصوصا في صفوف الشباب في المناطق الترفيهية؛
