Following the Council's decision 92/35 in which it encouraged UNV to continue to seek a more clearly defined role for volunteers in development cooperation, a second thematic advisory note on Volunteer Participation in Working with the Urban Poor was prepared and circulated at the Second United Nations Conference on Human Settlements (HABITAT II) in 1996.
