Mr. BHAGWATI said that he shared Mr. Bruni Celli's opinion with regard to the last sentence of paragraph 24 and that he would prefer to retain the reference to lobby groups in the first sentence, since those groups played an essential role in ensuring the widest possible participation in public affairs.
٠٥- السيد باغواتي: شاطر رأي السيد بروني سيللي فيما يتعلق بالعبارة اﻷخيرة من الفقرة ٤٢. كما أعرب عن رغبته في أن تبقى الاشارة إلى جماعات الضغط في العبارة اﻷولى إذ إن هذه الجماعات تنهض بدور أساسي لكفالة أكبر مشاركة ممكنة في الشؤون العامة.

Mr. Bruni Celli said that the word " velar " might be too strong to express his concern, which was that it was for the State, within the framework of the law and through the intermediary of the Executive or the judiciary, to require political parties, in their internal management, not to depart from the norms which they otherwise respected in the democratic process governing society in general.
٩٤- السيد بروني سيللي: اعتبر أن عبارة " velar " بالاسبانية قد تكون مفرطة الشدة للتعبير عن الفكرة التي تشغل باله، وهي أن على الدولة في إطار القانون وبواسطة السلطة التنفيذية أو القضائية أن تطالب بألا تُحيد اﻷحزاب السياسية على صعيد إدارة شؤونها الداخلية عن القواعد التي تحترمها أيضاً في العملية الديمقراطية التي تحكم المجتمع عموماً.
