The Royal Government of Cambodia, presided over by His Royal Highness Samdech Krom Preah Norodom Ranariddh and His Excellency Samdech Hun Sen, was born of a free and fair election organized and supervised by the United Nations in May 1993.
وحكومة كمبوديا الملكية التي يرأسها صاحب السمو الملكي سامدخ كروم بريا نورودوم راناريده وفخامة سامدخ هون سن قد نتجت عن انتخاب حر ونزيه نظمته اﻷمم المتحدة وأشرفت عليه في أيار/ مايو ١٩٩٣.

On the occasion of this visit, His Excellency Mr. Nouhak Phoumsavanh expressed his great satisfaction at and high opinion of the assiduous and tireless efforts of His Majesty Preah Bat Samdech Preah Norodom Sihanouk Varman, father of the Cambodian nation, aimed at securing national reconciliation in Cambodia and at promoting the well-being of the people and the progress and prosperity of the Kingdom of Cambodia.
وفي هذه الزيارة، أعرب صاحب الفخامة نوهاك فومسافانه عن بالغ ارتياحه وعميق تقديره للجهود الحثيثة والدؤوبة التي يبذلها صاحب الجلالة الملك بريا بات سامديك بريا نورودوم سيهانوك فارمان، أب اﻷمة الكمبودية، من أجل تحقيق المصالحة الوطنية في كمبوديا، وتعزيز رفاه الشعب وتقدم وازدهار مملكة كمبوديا.

His Majesty Preah Bat Samdech Preah Norodom Sihanouk Varman warmly welcomed the achievements and the ongoing and substantial progress attained in the area of national construction and building of socialism in the Lao People's Democratic Republic under the wise leadership of the Lao People's Revolutionary Party.
ورحب صاحب الجلالة الملك بريا بات سامديك بريا نورودوم سيهانوك فارمان ترحيبا حارا بما تحقق من مكاسب وأحرز من تقدم متواصل وكبير في مجال البناء الوطني وإرساء الاشتراكية في جمهورية لاو الديمقراطية الشعبية تحت القيادة الرشيدة للحزب الشعبي الثوري اللاوي.

6. His Majesty Preah Bat Samdech Preah Norodom Sihanouk Varman and Her Majesty the Queen also received in audience at the Hô Khum palace His Excellency Mr. Samane Vignaket, Speaker of the National Assembly, and Madame Vignaket.
٦ - واستقبل صاحب الجلالة بريا بات سامديك بريا نورودوم سيهانوك فارمان وجلالة الملكة في قصر هو خام فخامة السيد سامان فيغناكيت، رئيس الجمعية الوطنية وعقيلته.

The Vietnamese side warmly congratulated His Majesty Preah Bat Samdech Preah Norodom Sihanouk Varman's ascension to the throne as King of Cambodia and highly valued his historic and noble role and tireless efforts in the course of national reconciliation, national unity, restoration of peace and political stability, and the construction of a prosperous country.
وقد هنأ الجانب الفييتنامي بحرارة جلالة بريا بات سامديك بريا نورودوم سيهانوك فارمان على اعتلائه العرش بوصفه ملك كمبوديا وأعرب عن تقديره الشديد لدور جلالته التاريخي والنبيل ولجهوده الدؤوبة في سبيل الوفاق الوطني، والوحدة الوطنية، واستعادة السلم والاستقرار السياسي، وبناء بلد مزدهر.

13. The High Commissioner met with the First Prime Minister, Samdech Krom Preah Norodom Ranariddh, and discussed problems related to the establishment of the Supreme Council of Magistracy and the Constitutional Council, the need to adopt a law on landmines, and the possible ratification by Cambodia of the Optional Protocols to the International Covenant on Civil and Political Rights.
٣١ - واجتمع المفوض السامي برئيس الوزراء اﻷول، سامديش كروم بريا نورودوم راناريذ، وناقش المشاكل المتعلقة بإنشاء المجلس اﻷعلى للقضاء والمجلس الدستوري، والحاجة إلى اعتماد قانون بشأن اﻷلغام البرية، وإمكانية تصديق كمبوديا على البروتوكولين الاختياريين للعهد الدولي الخاص بالحقوق المدنية والسياسية.

1. At the invitation of His Excellency Mr. Nouhak Phoumsavanh, President of the Lao People's Democratic Republic, and Madame Phoumsavanh, His Majesty Preah Bat Samdech Preah Norodom Sihanouk Varman, King of Cambodia, and Her Majesty Queen Norodom Monineath Sihanouk conducted, from 7 to 10 December 1995, a State visit to the Lao People's Democratic Republic.
١ - بدعوة من فخامة السيد نوهاك فومسافانه، رئيس جمهورية لاو الديمقراطية الشعبية وعقيلته، قام صاحب الجلالة بريا بات سامديك بريا نورودوم سيهانوك فارمان، ملك كمبوديا وصاحبة الجلالة الملكة نورودوم مونيات سيهانوك بزيارة دولة جمهورية لاو الديمقراطية الشعبية، في الفترة من ٧ إلى ١٠ كانون اﻷول/ديسمبر ١٩٩٥.

5. His Majesty Preah Bat Samdech Preah Norodom Sihanouk Varman and Her Majesty the Queen of Cambodia received in audience at the Hô Khum palace His Excellency Mr. Khamtuy Siphandone, Prime Minister of the Lao People's Democratic Republic, and Madame Siphandone, who subsequently accompanied them on a pilgrimage to Phra That Luang in Vientiane.
٥ - واستقبل صاحب الجلالة بريا بات سامديك بريا نورودوم سيهانوك فارمان وصاحبة الجلالة ملكة كمبوديا في قصر هو خام، فخامة السيد خامتاي سيفاندون، رئيس وزراء جمهورية لاو الديمقراطية الشعبية، وعقيلته اللذين اصطحباهما فيما بعد في زيارة لفرا تات لوانغ دي فيانتيان.

We have the honour to transmit to you herewith the press release issued on 10 December 1995 at the conclusion of the State visit by His Majesty Preah Bat Samdech Preah Norodom Sihanouk Varman, King of Cambodia, and Her Majesty Queen Norodom Monineath Sihanouk to the Lao People's Democratic Republic from 7 to 10 December 1995.
نتشرف بأن نحيل إليكم طيه البلاغ الصحفي الذي صدر في ١٠ كانون اﻷول/ديسمبر ١٩٩٥ في أعقاب الزيارة الرسمية التي قام بها لجمهورية لاو الديمقراطية الشعبية صاحب الجلالة بريا بات سامديك بريا نورودوم سيهانوك فارمان، ملك كمبوديا وصاحبة الجلالة الملكة نورودوم مونيات سيهانوك، في الفترة من ٧ إلى ١٠ كانون اﻷول/ديسمبر ١٩٩٥.

2. His Majesty Preah Bat Samdech Preah Norodom Sihanouk Varman, Her Majesty the Queen and the high-level delegation of the Kingdom of Cambodia were welcomed at Wattay airport by His Excellency Mr. Nouhak Phoumsavanh and Madame Phoumsavanh, the members of the Permanent Committee of the National Assembly, the members of the Government, senior army and police officers, officials and representatives of the population of the capital, Vientiane.
٢ - واستقبل صاحب الجلالة بريا بات سامديك بريا نورودوم سيهانوك فارمان وجلالة الملكة والوفد الرفيع المستوى لمملكة كمبوديا، في مطار واتاي من قبل فخامة السيد نوهاك فومسافانه وعقيلته، وأعضاء اللجنة الدائمة للجمعية الوطنية، وأعضاء الحكومة وكبار ضباط الجيش والشرطة والموظفين فضلا عن ممثلي سكان العاصمة فيانتيان.

7. During their stay in the Lao People's Democratic Republic, His Majesty Preah Bat Samdech Preah Norodom Sihanouk Varman and Her Majesty the Queen, as well as the members of the high-level Cambodian delegation, laid a floral tribute on the Monument of the Unknown Soldier, and visited historic sites, handicraft workshops and a number of cultural parks in Vientiane and Luang Prabang.
٧ - وخلال إقامتهما في جمهورية لاو الديمقراطية الشعبية، قام صاحب الجلالة بريا بات سامديك بريا نورودوم سيهانوك فارمان وجلالة الملكة، وكذلك أعضاء وفد كمبوديا الرفيع المستوى، بوضع باقة من الزهور على نصب الجندي المجهول، وزيارة المعالم التاريخية، وورش الصناعات اليدوية وعددا من اﻷندية الثقافية في فيانتيان ولوانغ برابانغ.

10. The two High Parties greatly appreciated the present State visit conducted by His Majesty Preah Bat Samdech Preah Norodom Sihanouk Varman and Her Majesty the Queen to the Lao People's Democratic Republic, and described it as a great event of historic scope, marking the ongoing development of the traditional relations of friendship and good cooperation between the two Lao and Cambodian peoples and nations.
١٠ - وأعرب الطرفان الساميان عن بالغ تقديرهما للزيارة الرسمية التي قام بها صاحب الجلالة بريا بات سامديك بريا نورودوم سيهانوك فارمان وجلالة الملكة إلى جمهورية لاو الديمقراطية الشعبية، ووصفاها بأنها حدث بارز ذو أهمية تاريخية، ويشكل تطورا مستمرا لعلاقات الصداقة التقليدية وعلاقات حسن التعاون القائمة بين شعبي ودولتي لاو وكمبوديا.
