وبفضل القبول العالمي لهذه القواعد، ترسّخت قاعدة من قواعد القانون العرفي فيما يخص النـزاعات الدولية وغير الدولية على السواء، ومفادها أن أطراف أي نزاع ملزمون بأن يأذنوا بمرور الإغاثة الإنسانية وأن ييسّروا وصولها إلى المدنيين المحتاجين إليها بسرعة ودون عوائق.

The Great Lakes Protocol obliges States to " facilitate rapid and unimpeded humanitarian access and assistance to internally displaced persons " (article 3, para. 6).
ويُلزم بروتوكول البحيرات الكبرى الدول بأن " تيسّر إمكانية الوصول إلى المشردين داخليا وتقديم المساعدة إليهم بسرعة ودون عوائق " (المادة 3، الفقرة 6).
