The policy matter had been raised at ACABQ in light of paragraph 21 of General Assembly resolution 52/226 of 27 April 1998 on procurement reform and outsourcing.

Although procurement staff training has been one of the recurrent items in General Assembly resolutions on procurement reform in the United Nations, and notwithstanding some improvements by the United Nations Procurement Division, the procurement training function remains by and large a haphazard undertaking at cross-organizational level.

53. The Advisory Committee enquired as to whether the proposed transfer of the functions in the Logistics Support Division would have any impact on the delegation of authority for procurement activities in relation to General Assembly resolution 59/288 on procurement reform.

He also welcomed the Secretary-General’s report on procurement reform as outlined in document A/52/534, and emphasized the importance of timely, efficient, transparent and cost-effective procurement of goods and services in support of peacekeeping operations.

62. During its fifty-second session, the General Assembly adopted resolution 52/226 of 27 April 1998 on procurement reform and outsourcing, which served to further reinforce the procurement recommendations made by OIOS.
