I am very pleased to welcome everyone to this high-level plenary meeting on the midterm review of the Almaty Programme of Action.

Recalling its resolution 63/2 of 3 October 2008, in which it adopted the Declaration of the high-level meeting of the sixty-third session of the General Assembly on the midterm review of the Almaty Programme of Action,

الرئيس (تكلم بالإنكليزية): يسعدني أننا اختتمنا هذا الاجتماع العام الرفيع المستوى بشأن استعراض منتصف المدة لبرنامج عمل ألماتي.

At its seventh meeting, held in Geneva on 7 and 8 May 2012, the Executive Board reviewed the evidence contained in the revised draft report on the midterm review of the Quick Start Programme and concluded that it provided sufficient information to evaluate the efficacy of the Programme and the efficiency of its implementation.
وفي الاجتماع السابع المعقود بجنيف في 7 و8 أيار/مايو 2012، استعرض المجلس التنفيذي القرائن التي تضمنها مشروع التقرير المنقح بشأن استعراض منتصف المدة لبرنامج البداية السريعة، وخلُص إلى أن التقرير يقدم معلومات كافية لتقييم فعالية البرنامج وكفاءة تنفيذه.

31. The European Union welcomed the adoption of the Declaration on the midterm review of the Almaty Programme of Action -- which was balanced and comprehensive and would play its part in ensuring a partnership among landlocked countries, transit countries and development partners.
31 - واستطرد قائلا إن الاتحاد الأوروبي يرحب باعتماد الإعلان بشأن استعراض منتصف المدة لبرنامج عمل ألماتي - فهو إعلان متوازن وشامل ومن شأنه أن يؤدي دوره في كفالة الشراكة بين البلدان النامية غير الساحلية وبلدان النقل العابر والشركاء الإنمائيين.

They therefore reaffirm the need to urgently address the special development needs of and challenges faced by the landlocked and transit developing countries through the full, timely and effective implementation of the Almaty Programme of Action, as contained in the Declaration of the high-level meeting of the sixty-third session of the General Assembly on the midterm review of the Almaty Programme of Action.
ويؤكدون بناء على ذلك الضرورة الملحّة لتلبية الاحتياجات الإنمائية الخاصة للبلدان النامية غير الساحلية وبلدان المرور العابر النامية وللتصدّي للتحدّيات التي تواجهها هذه البلدان، وذلك من خلال التنفيذ الكامل والفعال وفي الموعد المحدد لبرنامج عمل ألماتي على النحو الوارد في إعلان الاجتماع الرفيع المستوى للدورة الثالثة والستين للجمعية العامة بشأن استعراض منتصف المدة لبرنامج عمل ألماتي.
