This report constitutes the final report of the Special Rapporteur on the relationship between the enjoyment of economic, social and cultural rights and the promotion of the realization of the right to drinking water supply and sanitation.

In its resolution 1994/40, the Sub—Commission decided to appoint Mr. José Bengoa as Special Rapporteur on the relationship between the enjoyment of human rights and income distribution.
وقررت اللجنة الفرعية، في قرارها ٤٩٩١/٠٤ تعيين السيد خوسيه بينغوا مقررا خاصا بشأن العلاقة بين التمتع بحقوق اﻹنسان وتوزيع الدخل.

2. Affirms that the global and multidimensional approach defined in the Declaration on the Right to Development should provide a basis for the work undertaken on the relationship between the enjoyment of human rights and the working methods and activities of transnational corporations;

66. At its forty-sixth session the Sub-Commission, in its resolution 1994/40, decided to appoint Mr. José Bengoa as Special Rapporteur on the relationship between the enjoyment of human rights and income distribution.
٦٦- وقررت اللجنة الفرعية، في قرارها ٤٩٩١/٠٤ المعتمد في دورتها السادسة واﻷربعين، تعيين السيد خوسيه بينغوا مقررا خاصا بشأن العلاقة بين التمتع بحقوق اﻹنسان وتوزيع الدخل.

111. At its forty-sixth session the Sub-Commission, in its resolution 1994/40, decided to appoint Mr. José Bengoa as Special Rapporteur on the relationship between the enjoyment of human rights and income distribution.

98. At its forty-sixth session the Subcommission, in its resolution 1994/40, decided to appoint Mr. José Bengoa as Special Rapporteur on the relationship between the enjoyment of human rights and income distribution.
٨٩- وقررت اللجنة الفرعية، في قرارها ٤٩٩١/٠٤ المتخذ في دورتها السادسة واﻷربعين، تعيين السيد خوسيه بنغوا مقررا خاصا بشأن العلاقة بين التمتع بحقوق اﻹنسان وتوزيع الدخل.

1. At its fifty-first session, held in 1995, the Commission on Human Rights, in decision 1995/105, approved the decision of the Subcommission to appoint a Special Rapporteur on the relationship between the enjoyment of human rights, in particular economic, social and cultural rights, and income distribution, at both national and international levels.
١- أثناء دورتها الحادية والخمسين المعقودة في عام ٥٩٩١، وافقت لجنة حقوق اﻹنسان، بموجب مقررها ٥٩٩١/٥٠١، على مقرر اللجنة الفرعية القاضي بتعيين مقرر خاص بشأن العلاقة بين التمتع بحقوق اﻹنسان، وبصفة خاصة الحقوق الاقتصادية والاجتماعية والثقافية، وتوزيع الدخل، على الصعيدين الوطني والدولي.

The present report, together with the previous ones on the relationship between the enjoyment of economic, social and cultural rights and the promotion of the realization of the right to drinking water supply and sanitation, establishes the close linkages that exist between, on the one hand, access to water and sanitation and, on the other hand, other human rights.
62- يثبت هذا التقرير بالإضافة إلى التقارير السابقة بشأن العلاقة بين التمتع بالحقوق الاقتصادية والاجتماعية والثقافية وتعزيز إعمال الحق في الحصول على مياه الشرب وخدمات الإصحاح، وجود صلات وثيقة بين الحصول على المياه وخدمات الإصحاح من جهة، وحقوق الإنسان الأخرى من جهة ثانية.

The present report should be read in conjunction with the background document prepared by the Secretary-General on the relationship between the enjoyment of human rights, in particular international labour and trade union rights, and the working methods and activities of transnational corporations (E/CN.4/Sub.2/1995/11).

At its fiftieth session, the Sub-Commission had before it the final report on the relationship between the enjoyment of human rights, in particular economic, social and cultural rights, and income distribution, submitted by the Special Rapporteur, Mr. José Bengoa (E/CN.4/Sub.2/1997/9 and E/CN.4/Sub.2/1998/8).
59- عُرض على اللجنة الفرعية، في دورتها الخمسين، التقرير النهائي الذي قدمه المقرر الخاص السيد خوسيه بينغوا بشأن العلاقة بين التمتع بحقوق الإنسان، وبخاصة الحقوق الاقتصادية والاجتماعية والثقافية، وتوزيع الدخل (E/CN.4/Sub.2/1997/9 و(E/CN.4/Sub.2/1998/8.

" The Commission on Human Rights, taking note of resolution 2001/2 of 10 August 2001 of the SubCommission on the Promotion and Protection of Human Rights, decides to request the SubCommission at its fiftyfourth session to review the terms of reference for the proposed study on the relationship between the enjoyment of economic, social and cultural rights and the promotion of the realization of the right to drinking water supply and sanitation. "

At its forty-eighth session, the Sub-Commission, in its resolution 1996/26, welcomed the provisional report on the relationship between the enjoyment of human rights, in particular economic, social and cultural rights, and income distribution, prepared by the Special Rapporteur, Mr. José Bengoa, (E/CN.4/Sub.2/1996/14), and requested the Special Rapporteur to submit his final report to the Sub—Commission at its forty—ninth session.
٧٦- وقد رحبت اللجنة الفرعية، في قرارها ٦٩٩١/٦٢ المعتمد في دورتها الثامنة واﻷربعين، بالتقرير المؤقت الذي أعده المقرر الخاص السيد خوسيه بنغوا بشأن العلاقة بين التمتع بحقوق اﻹنسان، وبصفة خاصة الحقوق الاقتصادية والاجتماعية والثقافية، وتوزيع الدخل )E/CN.4/Sub.2/1996/14(، وطلبت إلى المقرر الخاص أن يقدم تقريره النهائي إلى اللجنة الفرعية في دورتها التاسعة واﻷربعين.
