The report contained details of the presentation by the Chairman of the Commission of the thirtieth annual report of the Commission to the Fifth Committee of the General Assembly, the general debate thereon in the Fifth Committee and the informal consultations held among Member States, which had led to the adoption by consensus of General Assembly resolution 59/268 of 23 December 2004, on the common system.

In his report on standardized access control (A/61/566), the Secretary-General noted that the implementation of the proposed second phase of PACT would begin only after consideration of and approval by the General Assembly of the project proposals to be submitted to it at its sixty-second session and that detailed cost estimates for the second phase could not be made until the elements of the first phase had begun.

In view of the comments made by the International Civil Service Commission, it should be noted that, in its annual report for 1998 (A/53/30), the ICSC had noted with satisfaction that the legal advisers of the United Nations system were examining the possibility of securing a judicial advisory opinion before a decision or recommendation regarding the common system was taken or implemented.
