In that regard, the Group recalls the 1991 resolution of the Council of Ministers of the African Union Commission regarding the Bamako Convention on the Ban of the Import into Africa and the Control of Transboundary Movement and Management of Hazardous Wastes within Africa.

Many representatives welcomed the progress on persistent organic pollutants made under the Basel Convention and the cooperation between the two conventions. One said cooperation should be further enhanced by involving the Bamako Convention on the Ban of the Import into Africa and the Control of Transboundary Movement of Hazardous Wastes within Africa.

The 1989 Basel Convention marks a step forward in the assumption of responsibility for the problem, although it was considered inadequate by many countries, particularly those in Africa which drew up the Bamako Convention on the Banning of the Import into Africa and the Control of the Transboundary Movement of Hazardous Wastes within Africa, adopted on 29 January 1991.

In this regard the Bamako Convention on the Ban of the Import into Africa and the Control of Transboundary Movement of Hazardous Wastes within Africa highlights the damage such wastes may cause to health and environment.

30. Finally, the Special Rapporteur invited the Government of Nigeria to consider hosting the first Conference of Parties to the Bamako Convention on the Ban of the Import into Africa and the Control of Transboundary Movement and Management of Hazardous Wastes within Africa.

59. In 1991, the African countries adopted the Bamako Convention on the Ban of the Import into Africa and the Control of Transboundary Movement of Hazardous Wastes within Africa.

20. Tunisia has ratified the Basel Convention and the Bamako Convention on the Ban of the Import into Africa and the Control of Transboundary Movement and Management of Hazardous Wastes within Africa.
20- صدّقت تونس على اتفاقية بازل وعلى اتفاقية باماكو بشأن حظر استيراد جميع أشكال النفايات الخطرة إلى أفريقيا ومراقبة حركتها عبر الحدود وإدارتها داخل أفريقيا.

It was also said that parties to the Bamako Convention on the Ban of the Import into Africa and the Control of Transboundary Movement and Management of Hazardous Wastes within Africa were bound by a decision of the Conference of the Parties to that convention providing that untested and non-functional electronic equipment constituted waste.

The Commission resolution places particular emphasis on the two main international instruments on hazardous wastes: the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal and the Bamako Convention on the Ban of the Import into Africa and the Control of Transboundary Movement and All Forms of Hazardous Wastes within Africa.
