3. On 5 May 2001, my Personal Envoy met with President Bouteflika and other senior Algerian officials in Algiers to present a draft " Framework agreement on the status of Western Sahara " (see annex I), which he was confident the Kingdom of Morocco would support.

1. The Personal Envoy of the Secretary-General of the United Nations, Mr. James Baker III left in Algiers, on 5 May 2001, an informal document on a " Framework Agreement on the status of Western Sahara " .

5. Considered in the light of the two above-mentioned recalls, which are as necessary as important, the informal proposal entitled " Framework Agreement on the status of Western Sahara " moves substantively away from the approach which has so far been endorsed by the two Parties and the international community.

It was in this context that, according to its final provisions, the " Framework Agreement on the status of Western Sahara " proposed by the Personal Envoy in June 2001 was to be submitted according to its final provision to popular approval by referendum (Annex I to Report S/2001/613, 20 June 2001).

After meeting with officials of the Government of Morocco to determine if Morocco, as the administrative Power in Western Sahara, was prepared to offer or support some devolution of authority to the Territory that would be substantial and in keeping with international norms, my Personal Envoy presented a draft framework agreement on the status of Western Sahara to the Frente POLISARIO and to the Government of Algeria.
وبعد أن التقى مبعوثي الشخصي بمسؤولين من حكومة المغرب لتحديد ما إذا كانت المغرب، بوصفها الدولة القائمة بالإدارة في الصحراء الغربية، على استعداد لتفويض أو تأييد تفويض قدر كبير من السلطة إلى الإقليم بما يتماشى مع المعايير الدولية، قدم مبعوثي الشخصي مشروع اتفاق إطاري بشأن مركز الصحراء الغربية إلى الجبهة الشعبية لتحرير الساقية الحمراء ووادي الذهب (البوليساريو) وحكومة الجزائر.

Pursuant to the above-mentioned resolution, on 20 June 2001, the Secretary-General submitted a report (S/2001/613) to the Security Council, in which he informed the Council that, on 5 May 2001, his Personal Envoy had presented to the Algerian Government a draft " Framework agreement on the status of Western Sahara " (ibid., annex I), which he was confident that the Kingdom of Morocco would support.

38. In early 2001 my Personal Envoy was able to determine that Morocco, as the administrative power in Western Sahara, was prepared to support a draft framework agreement on the status of Western Sahara (see S/2001/613, annex I), which envisaged a devolution of authority to the inhabitants of the Territory with final status to be determined by a referendum five years later.
38 - وفي أوائل عام 2001، تمكـن مبعوثـي الشخصي من أن يقرر أن المغرب، بوصفـه السلطة القائمة بالإدارة في الصحراء الغربية، مستعـد لتأييد مشروع اتفاق إطاري بشأن مركز الصحراء الغربية (انظر S/2001/613، المرفق الأول)، يتوخـى نقلا للسلطة إلى سكان الإقليم على أن يجـري تقرير المركز النهائي للإقليم بواسطة استفتاء يجـرى بعد ذلك بخمس سنوات.
