29. In reviewing steps towards a treaty on general and complete disarmament under strict and effective international control, the Conference welcomes the conclusion in 1992 of the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction.
٢٩ - في اطار استعراض ما اتخذ من خطوات في سبيل إبرام معاهدة بشأن نزع السلاح العام الكامل في ظل رقابة دولية شديدة وفعالة، يرحب المؤتمر بما تم في عام ١٩٩٢ من عقد اتفاقية حظر استحداث وانتاج وتخزين واستخدام اﻷسلحة الكيميائية وتدمير تلك اﻷسلحة.

" the cessation of the manufacture of nuclear weapons, the liquidation of all their existing stockpiles, and the elimination from national arsenals of nuclear weapons and the means of their delivery pursuant to a treaty on general and complete disarmament under strict and effective international control " (resolution 2373 (XXII), annex, eleventh preambular paragraph).

Article VI of the Treaty calls on the Contracting Parties to pursue " negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament, and on a treaty on general and complete disarmament under strict and effective international control " .
إذ تقتضي المادة السادسة من المعاهدة قيام الأطراف المتعاقدة بإجراء " مفاوضات بحسن نية ترمي إلى وضع تدابير فعالة فيما يتصل بوقف سباق التسلح النووي في وقت قريب ونزع السلاح النووي، وإلى وضع معاهدة بشأن نزع السلاح العام الكامل في ظل رقابة دولية صارمة وفعالة " .

Croatia is fully supporting Article VI stipulation containing a clear obligation for State Parties to pursue negotiations in good faith on effective measures relating to the cessation of the nuclear arms race at an early date and nuclear disarmament, and on a treaty on general and complete disarmament under strict and effective international control.
17 - تؤيد كرواتيا تأييدا تاما نص المادة السادسة التي تتضمن التزاما واضحا يقع على عاتق الدول الأطراف بأن تجري مفاوضات بحسن نية بشأن وضع تدابير فعالة تتعلق بوقف سباق التسلح النووي في وقت قريب، ونزع الأسلحة النووية، وعن معاهدة بشأن نزع السلاح العام الكامل في ظل رقابة دولية صارمة وفعالة.

)د( أعربت عن رغبتها في زيادة تخفيف التوتر الدولي وزيادة توطيد الثقة بين الدول، تسهيلا لوقف صنع اﻷسلحة النووية، ولتصفية جميع مخزوناتها الموجودة، وﻹزالة اﻷسلحة النووية ووسائل إيصالها من أعتدتها القومية تنفيذا لمعاهدة بشأن نزع السلاح العام الكامل في ظل مراقبة دولية شديدة فعالة؛

The Treaty provided for a dynamic process of negotiations to halt the nuclear-arms race and to undertake nuclear disarmament. More than that, it established a radical agenda which would result in a treaty on " general and complete disarmament under strict and effective control " .
٦٠ - إن معاهدة عدم الانتشار توفر إطارا للتفاوض الدينامي لوقف سباق التسلح النووي ولنزع اﻷسلحة النووية؛ وهي تضع فضلا عن ذلك خطة عمل جذرية يمكن أن تؤدي الى معاهدة بشأن " نزع السلاح العام الكامل في ظل مراقبة دولية شديدة فعالة " .

" (a) All Governments should intensify without delay their concerted and concentrated efforts for effective measures relating to the cessation of the nuclear-arms race at an early date and to nuclear disarmament and the elimination of other weapons of mass destruction, and for a treaty on general and complete disarmament under strict and effective international control.

فبموجب تلك المادة وكي نستشهد بها بشكل دقيق: " تتعهد كل دولة من الدول اﻷطراف في المعاهدة بمواصلة إجراء المفاوضات اللازمة بحسن نية عن التدابير الفعالة المتعلقة بوقف سباق التسلح النووي في موعد قريب، وبنزع السلاح النووي، وعن معاهدة بشأن نزع السلاح العام الكامل في ظل مراقبة دولية شديدة فعالة " .

8. Article VI of the Treaty is clear concerning the achievement of nuclear disarmament, specifying that " Each of the Parties to the Treaty undertakes to pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament, and on a treaty on general and complete disarmament under strict and effective international control " .
8 - وتتسم المادة السادسة من المعاهدة بوضوحها فيما يتعلق ببلوغ هدف نزع السلاح حيث أنها تنص على أن ' ' تتعهد كل دولة من الدول الأطراف بمواصلة إجراء المفاوضات اللازمة بحسن نية عن التدابير الفعالة المتعلقة بوقف سباق التسلح النووي في موعد قريب وبنزع السلاح النووي، وعن معاهدة بشأن نزع السلاح العام الكامل في ظل مراقبة دولية صارمة وفعالة``.
