(د) يسمح بمرور فترة مدتها 48 ساعة على الأقل بين تقديم اقتراح ينطوي على نفقات مالية والتصويت عليه، بغية تمكين الأمين العام من إعداد وتقديم بيان الآثار الإدارية والمالية المترتبة على ذلك الاقتراح.

In this regard, Namibia urges all Member States to pay their contributions in full and on time and to clear their arrears in order to enable the Secretary-General to fully carry out the resolutions of the General Assembly and, indeed, also those of the Security Council.
وفي هذا الصدد، تحث ناميبيا جميع الدول اﻷعضاء على سداد اشتراكاتها بالكامل وفي الوقت المحدد، وأن تدفع المبلغ المتأخر عليها بغية تمكين اﻷمين العام من تنفيذ قرارات الجمعية العامة بالكامل، بل وقرارات مجلس اﻷمن أيضا.
