This report is the third presented to the Commission on Human Rights by Mr. Bacre Waly Ndiaye.

During the meeting, Mr. Bacre Waly Ndiaye also circulated an informal working paper.

It will be recalled that Mr. Bacre Waly Ndiaye resigned from his duties as Special Rapporteur on extrajudicial, summary or arbitrary executions on 30 May 1998.
ويجدر التذكير بأن السيد بكر والي ندياي قد استقال من مهامه كمقرر خاص لحالات الإعدام بإجراءات موجزة والإعدام التعسفي بتاريخ 30 أيار/مايو 1998.

For the purposes of the present report, the Special Rapporteur has, as noted above, largely followed the methods of work developed and applied by the previous Special Rapporteur, Mr. Bacre Waly Ndiaye.

In January 1997 the Special Rapporteur, Mr. Bacre Waly Ndiaye, sent an urgent appeal to the Government of Iran, following reports that the woman was about to be sentenced to a second stoning.
وفي شهر تشرين الثاني/يناير 1997 أرسل المقرر الخاص السيد بكر والي ندياي نداء عاجلا الى حكومة إيران، عقب ورود تقارير تفيد أن المرأة كانت على وشك الحكم عليها بالرجم بالحجارة مرة ثانية.

Mr. Bacre Waly Ndiaye had been appointed Special Rapporteur in 1992, following the resignation of Mr. Amos Wako (Kenya).
وكان السيد بكر والي ندياي قد عين مقررا خاصا في عام ١٩٩٢، عقب استقالة السيد إيموس ويكو )كينيا(.

It will be remembered, however, that as happened in the case of Mr. Bacre Waly Ndiaye's mission, the federal authorities which are supposed to represent the states of the Union at the international level did not take it upon themselves to organize meetings between the Special Rapporteur and the state authorities.

It is the fourteenth report submitted to the Commission on Human Rights since the mandate on “Summary and arbitrary executions” was established by the Economic and Social Council in resolution 1982/35 of 7 May 1982, and the fifth submitted by Mr. Bacre Waly Ndiaye.
وهو التقرير الرابع عشر الذي يقدم إلى لجنة حقوق اﻹنسان منذ أن أنشأ المجلس الاقتصادي والاجتماعي الولاية المتعلقة بحالات اﻹعدام بإجراءات موجزة أو اﻹعدام التعسفي وذلك في قراره ٢٨٩١/٥٣ المؤرخ في ٧ أيار/مايو ٢٨٩١، وخامس تقرير يقدمه السيد بكر والي ندياي.

The recommendations made by Mr. Bacre Waly Ndiaye, Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions, in his November 1994 report with respect to the 1991 Dili killings should be fully implemented.
إن التوصيات التي قدمها السيد بكر والي ندياي المقرر الخاص المعني بحالات الاعدام بلا محاكمة أو بإجراءات موجـــزة أو اﻹعــدام التعسفي والتي ترد في تقريره المؤرخ تشرين الثاني/نوفمبر ١٩٩٤، فيما يتعلق بأعمال القتل المرتكبة في ديلي في ١٩٩١ يجب أن ينفذ تنفيذا كاملا.

On 31 May 1998, the Special Rapporteur on extrajudicial, summary or arbitrary executions, Mr. Bacre Waly Ndiaye (Senegal) resigned in order to assume his new functions as Chief of the New York Office of the United Nations High Commissioner for Human Rights.
وفي ٣١ أيار/ مايو ١٩٩٨، استقال المقرر الخاص المعني بحالات اﻹعدام خارج نطاق القضاء أو بإجراءات موجزة أو اﻹعدام التعسفي، السيد بكر والي ندياي )السنغال( لكي يباشر مهامه الجديدة بوصفه رئيس مكتب مفوضة اﻷمم المتحدة السامية لحقوق اﻹنسان في نيويورك.
